Tanguar Haor’s Houseboat Entrepreneurs in Crisis: Sudden Requisition Orders Threaten Tourism and Livelihoods

The pristine waters of Tanguar Haor have long been celebrated as one of Bangladesh’s natural treasures, attracting thousands of visitors every year. But behind the beauty lies a harsh reality for small-scale tourism entrepreneurs: sudden and arbitrary requisition orders from local administration that disrupt business, damage reputations, and threaten livelihoods.
One of the latest victims is Doheem: A Luxury Houseboat at Tanguar Haor, a project built by 16 partners who took loans and personal risks to invest in tourism. For them, every weekend during the short four-month tourist season is crucial. “We have only 16 peak weekends in a year. If one gets canceled, it’s not just a financial hit—it’s a question of survival,” explained co-owner Mohammad Shamsul Arefin.
The Booking That Vanished Overnight
Doheem had been fully booked for 22–23 August by a group of 32 bank officials and their families. The booking was made more than a month and a half in advance, after carefully coordinating school exam schedules, work commitments, and travel plans. The families had already paid for a reserved bus and engaged in detailed discussions with the houseboat’s management about meals, children’s needs, and program arrangements.
But on 20 August afternoon, just 48 hours before departure, a WhatsApp message arrived: an official requisition order from the Sunamganj DC office, signed by the NDC. No reason was cited.
“When we received the PDF, we were in shock,” said Arefin. “Our guests had planned this trip for weeks. How could we explain to them that their booking was gone because the administration decided so, without notice?”
A Maze of Bureaucracy
Desperate, the entrepreneurs rushed to the DC office for clarification. The DC referred them to the ADC, the ADC redirected them to the NDC, and finally, the NDC declared the requisition irreversible. “He even told us to arrange another boat for our guests. But where in Tanguar Haor could we find another boat of the same quality at such short notice?” Arefin recounted.
The entrepreneurs stress that the officials showed little regard for the frustration of the 32 tourists—many of whom had traveled from far away, rearranged schedules, and planned family activities around the trip.
Reputation at Stake
The sudden cancellation has left Doheem’s owners facing more than financial loss. “Our reputation is on the line,” Arefin said. “Future guests will hesitate to book with us, fearing their trip could be canceled by requisition at the last minute. This is not just one tour lost; it damages trust in our business for years to come.”
Tourism experts agree. “Trust is everything in hospitality. If tourists lose confidence in the reliability of services, they will simply stop coming,” said a local tourism researcher.
A Wider Problem
Doheem is not alone. Several other houseboat operators in Tanguar Haor report facing similar requisitions in recent years. These sudden administrative interventions, they argue, create uncertainty that discourages investment in one of Bangladesh’s most promising tourism destinations.
For small entrepreneurs—already struggling with short seasons, high maintenance costs, and limited marketing reach—such disruptions can be devastating.
A Call for Accountability
Entrepreneurs are now urging the central government to intervene and establish clear, transparent policies around requisition. “If requisition is absolutely necessary, at least provide sufficient notice. Canceling trips one day before is unjust and deeply damaging,” said Arefin.
They argue that government institutions should support, not stifle, entrepreneurship in tourism. “We want to work in Bangladesh and live with dignity. Is it too much to expect that the government will help us, instead of destroying our means of livelihood?” Arefin asked.
The Bigger Picture
The incident highlights a broader tension between bureaucracy and grassroots enterprise in Bangladesh. While policymakers speak of promoting tourism as a growth sector, ground-level practices often undermine the very entrepreneurs trying to make it thrive.
As the waves of Tanguar Haor continue to attract visitors with their serene beauty, its houseboat owners remain caught in rougher waters—struggling not against nature, but against a system that seems indifferent to their survival.

টাংগুয়ার হাওড়ে আমরা ১৬জন মিলে টাকা ধার দেনা করে একটা হাউজবোট বানাই, নাম Doheem A Luxury Houseboat at Tanguar Haor। টাংগুয়ার হাওড়ের সিজন মূলত ০৪মাসের। আর এই ০৪মাসের মধ্যে ১৬টা শুক্র-শনিবারেই আমরা মূলত ভালো রেসপন্স পাই। সপ্তাহের মাঝে তেমন রেসপন্স পাই না। তার উপর একটা হাউজবোট ০৩/০৪বছর চলার পর মার্কেটে মোটামুটি ডাউন হয়ে যায় বা ট্যুরিষ্টদের কাছে চাহিদা কমে যায়।
এখন আসি আসল ঘটনায়। আগামী ২২-২৩আগস্ট'২৫, শুক্র-শনিবার DOHEEM হাউজবোট ফুল বুকিং করেন একটি ব্যাংকের কর্মকর্তা। উনারা কয়েকটা ফ্যামিলি মিলিয়ে মোট ৩২জন আসবেন ওই তারিখে। উনাদের সন্তানদের পরিক্ষা, সবার টাইমিং মিলিয়ে উনারা প্রায় দেড় মাস আগে ২২-২৩ আগস্ট তারিখটা বুকিং করেন। এই দেড় মাসের মধ্যে উনাদের সাথে আমাদের মানে দহিম ম্যানেজমেন্টের অনেক বিষয়ে কথা হয় কিভাবে ট্যুর ভালো হবে, কোন বেলায় কে কি খাবে, বাচ্চাদের খাবার কি হবে, প্রথম রাত কোথায়, কি কি প্রোগ্রাম থাকবে ইত্যাদি ইত্যাদি। ইতিমধ্যে উনারা বাস রিজার্ভ করেছেন। উনাদের কয়েকজন অনেক দূর থেকে এসে টাংগাইল থেকে বাসে জয়েন করবেন। সব প্রিপারেশন কমপ্লিট।
এখন আল্লাহর নাম নিয়ে ২১আগস্ট বৃহস্পতিবার রাতে উনারা সুনামগঞ্জের উদ্দেশ্যে রওয়ানা দিবেন। কিন্তু আজ মানে ২০ আগস্ট বিকালে হোয়াটসঅ্যাপে আমরা একটা মেসেজ পাই। মেসেজটা ওপেন করতেই দেখি ২২-২৩আগস্ট সুনামগঞ্জ ডিসি অফিস থেকে এনডিসি স্যার রিকুইজিসন এর পিডিএফ ফাইল পাঠিয়েছেন। আমরা আকাশ থেকে পড়লাম। এত কম সময়ের রিকুইজিশন এর নোটিশে আমরা কি করবো বুঝতে পারছিলাম না।
২২ আগস্ট ট্রিপ আর রিকুইজিশন খেলাম ২০ আগস্ট বিকালে। আমরা কিছুই বুঝতে পারছিলাম না। দৌড়ে গেলাম সুনামগঞ্জ ডিসি অফিসে ডিসি স্যারের সাথে দেখা করার জন্য। আমাদের হাউজবোটের সুনামগঞ্জের পার্টনার গেলেন ডিসি স্যারের সাথে দেখা করতে, ডিসি স্যার বললেন এডিসি স্যারের সাথে কথা বলেন, এডিসি স্যারের কাছে যাওয়ার পর বললেন এনডিসি স্যারের সাথে কথা বলতে। এনডিসি স্যার বললেন রিকুজিশন হয়ে গেসে এখন আর কিছু করার নাই।
আমি ফোনে কথা বললাম, এত শর্ট নোটিশে আমরা ৩২জন গেস্টকে কোথায় একোমোডেশন দিবো, আর এই তারিখ আমাদের বুকড আছে, আপনারা অন্য তারিখ নেন। এনডিসি স্যার সাফ মানা করে দিলো, উল্টা আমাকে বললো আমাদের গেস্টদের জন্য অন্য বোটে ব্যাবস্থা করতে ,এখন আর কিছু করার নাই। এই শর্ট টাইমে দহিমের মত সেম কোয়ালিটির বোট কোথায় পাবো আমরা, গেস্টরা যে হয়রানির স্বীকার হচ্ছে উনারা এই বিষয়ে একবার ও চিন্তা করলো না।
এভাবে বলা নাই কওয়া নাই মনের ইচ্ছামত রিকুইজিশন মনে হয় একমাত্র আমাদের দেশেই স্বম্ভব। কি কারনে রিকুইজিশন করলো সেটাও উল্লেখ করা নাই।
এই দেশে কি এগুলা দেখার কেউ নাই!! যার একটু ক্ষমতা আছে সে যা ইচ্ছা তাই করবে!!! আমি এই ঘটনার বিচার চাই। আমার গেস্টদের কাছে আমার দহিম হাউজবোটের রেপুটেশন নষ্ট হচ্ছে। আমার মান-সম্মান হানি হচ্ছে গেস্টদের কাছে। ভবিষ্যতে গেস্টরা দহিম হাউজবোটে বুকিং দেয়ার আগে ভাববে বুকিং দেয়ার পর রিকুজিশন ও হতে পারে।
উনারা রিকুইজিশন করবে , আমাদেরকে তো মিনিমাম কিছুদিন সময় দিবে। ট্যুরের একদিন আগে কিভাবে রিকুইজিশন দেয়?? গেস্টরা অনেকদিন ধরে প্ল্যান করে রেখেছে এই ট্যুর নিয়। এই ট্যুর নিয়ে উনাদের কত প্ল্যান করা আছে। গেস্টরা এখন হতাশায় ভুগছেন। আমরা হতাশায় ভুগছি।
আমি এই পোস্টের মাধ্যমে সরকারের উর্ধতন কর্মকর্তাদের দৃষ্টি আকর্ষন করছি। আপনারা প্লিজ এই বিষয়টা দেখুন। টাংগুয়ার হাওড়ে আরো অনেক বোটের সাথেই এমন অন্যায়ভাবে রিকুইজিশন করা হয়েছে।আমাদের মত ক্ষুদ্র উদ্যোক্তাদের বাচান। আমরা বাংলাদেশে কাজ করে সম্মানেত সহিত জীবিকা নির্বাহ করতে চাই। সেজন্য সরকারী প্রতিষ্ঠানগুলো আমাদের জীবিকা নির্বাহকে সহজ করে দিবে, এটাই গনতন্ত্রের মূল সৌন্দর্য হওয়া উচিত না!!!!
