Quebec is strengthening its commitment to French — and this will directly affect many foreign workers.

Starting December 17, 2025, foreign workers with 3+ years of work experience in Quebec will need to show spoken French at NCLC Level 4 to renew their work permits under the Temporary Foreign Worker Program (TFWP).

✅ Grace period:

Current TFWP workers in Quebec have until December 17, 2028 to meet this requirement.

✅ This rule does not apply to:

Agricultural workers
Staff of political organizations
Employees of recognized international NGOs

This change supports Quebec’s goals to protect its Francophone identity, manage temporary resident levels, and improve integration of foreign workers into local communities.

On November 11, 2025, Immigration, Refugees and Citizenship Canada (IRCC) invited 714 Provincial Nominee Program (PNP) candidates to apply for permanent residence — the largest PNP-specific draw since April 2025.

This marks the first draw since Canada’s new 2026–2028 Immigration Levels Plan, confirming that provincial nominations remain a key pathway to permanent residence.

So far in 2025, Canada has issued 81,000+ invitations, with the majority going to French-speaking, CEC, and PNP candidates — showing a strong focus on skilled and regionally aligned applicants.
