PRESENTATION OF NEW YEAR WISHES:
Minister Adama COULIBALY receives greetings from the supervised Directors.

The ceremony of presentation of vows to Mr. Adama COULIBALY, Minister of Finance and Budget took place, on Thursday, January 30, 2025, at the SCIAM building, Plateau. For this circumstance the different Directorates under supervision and several other attached structures were gathered.

Speaking, Mrs. Minanfou Fanta COULIBALY KONE, Cabinet Director of the Ministry of Finance and Budget, on behalf of all the staff, presented her wishes to Mr. Minister, before making an account of the achievements and acquisitions of the Ministry, for the year 2024 Among other things, she noted that despite the complex international economic context, geopolitical tensions in the Sub-Region, the management of the Ministry of Finance and Budget's action has had satisfactory results in the face of the strong pressure from international financial institutions. These satisfactory results, which have contributed to strengthening the soundness of the State’s macroeconomic and financial framework, have been made possible by the new financial instruments for access to international markets and significant actions undertaken under the drive of the proven leadership of the Ministry of Finance and Budget. In addition, the Economic and Financial Programme concluded with the International Monetary Fund (IMF) has demonstrated the resilience of the Ministry and all the structures under its care.
The Cabinet Director has, in conclusion, translated to the Minister the satisfaction and pride of all the collaborators. Also, on behalf of all the Managers and managers of the structures under supervision, it has pledged to meet new challenges with determination and efficiency to support the economic growth of the country.

In his orientation speech, Minister Adama COULIBALY, expressed his thanks and heartfelt congratulations to his collaborators for the remarkable performances achieved in 2024 He stated that several major projects were completed in 2024 including the implementation of the Economic and Financial Programme 2023-2026, marked by two conclusive reviews and the assessment of the easiness for resilience and sustainability. For him, these efforts have allowed Côte d’Ivoire to strengthen its credibility with financial partners that have helped mobilize nearly 852.2 billion FCFA to finance government priorities. Besides, one of the greatest satisfactions of Minister Adama COULIBALY was the revision of the rising sovereign ratings of Ivory Coast by the rating agencies, thus positioning the country as the second best credit in sub-Saharan Africa behind Botswana. These performances are perceived as a positive sign by foreign investors.
The Ministry of Finance and Budget has also listed the priorities for the new year. These will include, among others, the implementation of the Economic and Financial Programme 2023-2026, the implementation of the Public Finance Reform Strategy, the implementation of Budget 2025 and the preparation of the 2026 Finance Act, the implementation of GAFI recommendations.
In conclusion, he has formulated wishes of health, success and happiness to his collaborators before urging them to remain in the dynamic of continuous improvement.

FIGHT AGAINST CAPITAL LAUNDING AND TERRORISM FINANCING.

Côte d’Ivoire, recognized as one of the most dynamic economies in West Africa, today faces a major challenge: the fight against illicit flows of capital and the financing of terrorism. Indeed, several African states, including Côte d’Ivoire, are on the grey list of the Groupe d’Action Financial (GAFI) since October 25, 2024 This is the kind of alert resulting from gaps found in the fight against money laundering and terrorism financing, threatening the country's positive economic prospects.
In response, the Ivorian authorities decided to take firm measures to correct the malfunctions noted.

In this regard, an important delegation from the Prime Minister's Cabinet, led by Mr. POUHAN Alain Philippe, Deputy Chief of the Cabinet, met with the customs administration on Thursday, December 26, 2024 This meeting aimed at strengthening synergy between the key players of this struggle.
The exchanges consisted mainly of four points, namely:
• The recall of the concept of Designated Non-Financial Professions (EPNFD) and the conclusions of the mutual evaluation report regarding them;
• The Anti-Capital Laundering and Financing of Terrorism (LBC/FT) system of EPNFD focusing on transporters or Commissioners authorized in Customs supervised by the DGD;
• The role of the control and supervisory authorities regarding the implementation of this facility of LBC/FT;
• Organizational and human and financial resources issues for control and supervision authorities.
On this occasion, Mr. POUHAN Alain Philippe stressed the strategic importance of the customs administration in this fight. He recalled the central role of Customs as a control and investigation body. He finally called on the authorities to be vigilant.

In turn, the General DA Pierre Alphonse, Director General of Customs, expressed the total commitment of the Ivorian Customs to support the Government in the implementation of major reforms, with a view to removing the Ivory Coast from the GAFI grey list by May 2025.
He said that Customs will be one of the key links in intensifying the fight against money laundering and terrorism financing.
General TOURE Idrissa, President of the National Financial Information Processing Cell (CENTIF) attended this important meeting.

DEMATERIALIZATION OF PROCEDURES:

Economic operators trained to use the ARD electronic request platform A training workshop organized by the General Directorate of Customs, in collaboration with the Economic and Financial Management Support Project (PAGEF) for the benefit of economic operators was held on the Thursday, October 24, 2024 at the National School of Customs. The purpose of this training session, which is within the framework of the dematerialization of procedures, was to educate economic operators and logistics chain actors on how to use the electronic application platform of the Certificate of Regularity of Customs (ARD). Colonel SERE Germain, Director of Training and Documentation, on behalf of the Director General of Customs, greeted the massive presence of participants at this workshop. He also stated that this training session will, once again, strengthen the arrangements made by the Customs Administration in the framework of improving the quality of services rendered to users. He also invited participants to make good use of the information received for efficient processing of their ARD requests. Mrs. SILUE Nancy, Manager of the Customs Pole, Integration and Trade of the Union Générale des Large Enterprises de Côte d’Ivoire (UGECI), stated that this training session responds to one of the complaints formulated, during a meeting held in March 2024 between the Customs Administration and the Sector Private. This complaint was related to the dematerialization of the procedures for issuing the request for Attestation of Customs Regularity. She also mentioned that this workshop is being held within the framework of the UGECI Customs Commission activities and aims to raise awareness and train its various members on customs matters. Subsequently, she, on behalf of the President of the UGECI, expressed her gratitude and appreciation to the Director General of Customs for his availability and willingness. This training was provided by Mr. NCHO Maxime, Head of Web Site Section and Collaborative Portal at Directorate of Information Systems (DSI).

NOUVEAU CODE DES DOUANES

Les douaniers de Côte d'Ivoire se sont réunis en conclave du 23 au 27 septembre 2024 à Grand-Bassam, à la faveur d'un atelier d'appropriation et d'opérationnalisation du nouveau Code des Douanes.
Ce texte qui répond à la nécessité pour notre institution de s’adapter aux réalités d’une économie mondiale en perpétuelle mutation, confère désormais la qualité d'Officier de Police Judiciaire (OPJ) à certains officiers des Douanes Ivoiriennes.

Cette innovation est prescrite par l'Article 349, alinéa 1 qui dispose : « Pour la recherche et la constatation des infractions douanières, la qualité d'Officier de Police Judiciaire est reconnue aux agents assermentés des douanes ci-après : Administrateurs des Services Financiers, Inspecteurs des douanes, Contrôleurs des douanes exerçant des responsabilités de chef de bureau ou de chef de brigade ».
Dorénavant, les douaniers jouissant de la qualité d'OPJ n'auront plus besoin d'aller quérir un OPJ de la Police ou de la Gendarmerie pour accomplir certains actes matériels de police judiciaire, notamment, les perquisitions, les arrestations, etc. Le nouveau Code des Douanes leur donne plein pouvoir, de par la loi, d'accomplir ces actes.
Toutefois, cette nouvelle disposition impose des obligations à ces agents des douanes qui seront directement liés au Procureur de la République des différentes circonscriptions où ils seront appelés à exercer leur activité d'Officier de Police Judiciaire.

A l'instar de leurs homologues OPJ de la Police Nationale et de la Gendarmerie Nationale, ils seront placés sous la direction du Procureur de la République de leur lieu de fonction, sous la surveillance du Procureur Général et sous le contrôle de la Chambre d'Instruction.
