Development strategies and business activities often involve the negotiation and administration of crucial international business transactions such as petroleum and mining agreements, construction contracts, financing arrangements, joint ventures, technology transfer agreements, procurement or supply contracts, management and technical assistance agreements between a government or a private entity and a foreign entity or international organization.

In the public sector, incompetent handling of these transactions during the identification, negotiation and implementation phases could have deleterious effect on development projects or the general economic and social welfare of the people. Indeed a whole development programme could be aborted and political turbulence unleashed by unsound transactions.

In the private sector, the expansion of extractive industries have opened up numerous opportunities for business linkages between local and foreign entities in the form of joint ventures, financing arrangements, technology transfer agreements, management contracts, technical assistance and subcontracting. The development impact of petroleum on the country’s economy through backward and forward linkages with the petroleum industry is contingents on effective and competent negotiations by a sophisticated private sector.

In this regard, there is a compelling need for both public officials and private sector executives and professionals generally to acquire expertise in the techniques of negotiating and administering international business transactions.
