The Financial Action Task Force (FATF) has released a new National Risk Assessment (NRA) toolkit to help countries sharpen their risk-based approach to tackling financial crime.

The publication offers cross-country insights into common offences and laundering typologies, and
provides examples along with best practices from across the FATF Global Network to address challenges.

We express our gratitude to FATF for publising this framework. At BWA, we would analyse the same and focus our efforts into utilizing the insights to improve and strengthen our AML frameworks.

"Blockchain Adoption in Public Finance Reporting: US and Philippines Lead the Way

Two recent announcements highlight how governments are exploring blockchain to strengthen transparency and trust in public data systems.

In the US, Commerce Secretary Howard Lutnick confirmed that the Department of Commerce will begin publishing key economic statistics on the blockchain. The initiative is aimed at modernising data distribution across government agencies, with potential expansion to other departments in the future.

In the Philippines, Senator Bam Aquino announced plans to file a bill that would put the national budget on a blockchain platform. Speaking at the Manila Tech Summit 2025, Aquino emphasised that blockchain-based budgeting could make “every peso transparent and accountable,” improving oversight of government spending.

Together, these developments reflect growing momentum behind blockchain as a tool for accountability, transparency, and innovation in governance.

South Korea is set to introduce a comprehensive won-backed stablecoin regulatory framework in October 2025, aiming to reduce its dependence on the US dollar and reinforce domestic financial sovereignty. This legislation will require stablecoin issuers to partner with major banking institutions such as KB Kookmin Bank and Shinhan Bank, ensuring that the stablecoins are fully backed by reserves held in regulated financial entities.

The proposed rules emphasize strong consumer protections, bankruptcy safeguards, and stringent operational controls, limiting issuance to entities with robust financial soundness and transparency. By establishing clear guidelines for collateral management, reserve audits, and transaction monitoring, South Korea aims to foster a secure and trustworthy digital asset environment.
