Tourism Professionals in Nigeria reject Proposed Tourism Bill

In a unified voice Tourism professionals in Nigeria rose up to oppose the proposed Tourism bill by the National Assembly. The bill is the Nihotours Bill that will be available for Public hearing on the 15th of June.

All the major Tourism groupings including The National Association of Nigerian Travel Agents NANTA, the Nigerian Association for Tour Operators NATOP, The Association of Tourism Practitioners of Nigeria ATPN and many other associations are all lined up to oppose the Bill.

The Tourism Journalists association ANJET had this to say about the bill
“Nihotour and its team are commended for this work (Proposed bill)but going through it critically, the motive and objective for the provisions need to be examined.

Nihotour has completely gone beyond its brief and what is expected of it. If it is a training institute then it should restrict itself to that regardless of the NOC/NOS/NBTE provisions.

What it is seeking to be with the full provisions of this bill is to become omnibus body and ombudsman of tourism, which shouldn’t be.

If allowed all the powers and functions that it has arrogated to itself what then becomes the function of NTDC and other bodies and agencies within the country and value chain of tourism and other training institutions in the country.

If this bill goes then we have signed the death knell of hospitality and tourism in the country with everyone under the mercies and dictates of Nihotour and who knows what will become even if international hotel brands and experts.

In our opinion, this bill should be totally discarded and fought against in a more organised and concerted manner.

Nihotour is operating in a different planet and not this planet or country.

The first thing that should even concern us is to ask for the proper definition of: catering, hospitality and tourism industry, because these are critical words that Nihotours has employed in this bill and is assuming authority and control over everyone in the various sections.

It didn’t properly define these words and even when it attempted to do so in THE THIRD SCHEDULE, it does so in a fraudulent manner and merely just listed every operations or enterprises without giving definition of each and why we should all now come under it.

This bill should, therefore not pass in its entirety otherwise we are in trouble and would end up creating a monster that will end up consuming everyone and destroy our industry”
In its reaction to the proposed bill the Association of Tourism Practitioners of Nigeria ATPN said.”

We must do all what is possible to stop this obnoxious bill. We should also be present at the public hearing to vehemently oppose the bill.”

The Institute of Tourism professionals had this to say according “The proposed bill did not take cognisance of the Supreme Court judgement of 19th July 2013 which pronounced that” The house of Assembly of Lagos state is the body entitled to the exclusion of any other legislative body, to enact laws with regards to rendering technical advise to the Lagos state and local government in the field of tourism.

The bill seeks to negate the new Executive Order of the Acting President on the Ease of Doing Business in Nigeria as it seeks to great Bottlenecks for Tourism Proffesionals
Distinguished Senators are therefore urged not to support illegality.”

A leading member of Nigerian Zoo Owners Association was alarmed on reading the details of the proposed bill and called it “a Rent seekers mentality.

They want to police the industry when they actually have little to offer
In a highly professional sector that is largely operated by the private sector, I see self regulation by the professional bodies of practitioners as most ideal.”

The Nigerian Association of Tour Operators NATOP says the bill is an attempt to corner and colonize Tourism by a training school and should be discouraged wondering why an institute wants to overreach itself.

Other stakeholders were of the Opinion that Nihotours should aspire to compete with Tourism schools like Utalli College in Kenya instead of trying to become a trainer a court and a regulator at the same time. Imagine Nigerian Law school combining the role of NBA and NJC Along with its training role. Another Writers Association ATTWON lents its voice also.”

NIHOTOUR was established as an academic institution not a regulator of hospitality outlets in the industry. As an academic body, it has failed to deliver on its set Instead of adding value to the industry, NIHOTOUR has become a liability as we could not really point out their impact in the industry.

It is sad that a government agency can flagrantly disobey the highest court in the land and its judgement? We are calling on FG as a matter of urgency to replace the head of the agency and the management which has not contributed to the industry buy drawing us back to the dark ages. It will be recalled that a petition published by www.atqnews.com written by a former student of Nihotours shows that the institute has been failing in its core mandate and should not begin to confer more duties on itself. Below is the petition sent to Mr. Ikechi Uko by the aggrieved Students.

“Please Mr Tourism, I want you to use your influence and connection to intervene in the repositioning and better management of the NIHOTOUR.

The institute has indeed lost focus and consist of square pegs in round hole.
If merging it with NTDC or NICO will sustained her as contained in Orosanye report so be it as it’s becoming a waste to the Federal Government as it has personnel that are more than necessary and irrelevant to the Institute.

Imagine an apex Hospitality Tourism Institute without an enabling law till now after carving out of NTDC. From a training Dept to become a full-fledged parastatal of Federal Government.

I keep remembering our performance during the first to third yearly AKWAABA and compared to non-appearance again.

You may to find a time to visit the Institute in Lagos and Osogbo Campuses to confirm. Or get to Mr Wale Odeyemi or Alhaji Sharif to confirm the situations before and after their retirements.

Out of about 75 staff in a particular department hardly you can get up to 20 productive staff and same to other campuses because only few are relevant to the institute.

And this amount to waste of human resources and personnel cost. Rather they should be paired to other ministries and dept. or agency that they will be better productively used and be an asset than liabilities to the Federal Government.

It’s very pathetic that such institute of Tourism wasn’t adequately productive and wasting.
The PGD wasn’t accredited as the institute wasn’t affiliated to any Tertiary Institutions like NICO to OAU Ife.

May God continue to sustain and strengthen you in the cause of your developing and making Tourism a major and best source of revenue than oil to Nigeria.”

UNWTO Election: AU Urges Africa To Vote As One

The African Union Commission Deputy Chairperson H.E Kwesi Quartey has urged Africa to practically demonstrate its unity by putting its support behind the candidates endorsed for positions within the international system. He called on Africa to vote as one united bloc to increase its chances of winning.
Quartey was speaking in Addis Ababa on the 19th of April at a dinner hosted by the Embassy of the Republic of Zimbabwe in honour of the AU endorsed candidate for the post of Secretary General of the United Nations World Tourism Organisation, Dr Walter Mzembi. He added “we must win this for the first time”.
Dr Mzembi was in the Ethiopian capital to attend the 59th meeting of the UNWTO’s Commission for Africa, of which he was chair.
Speaking on behalf of the AU Commission Chairperson H.E Moussa Faki Mahamat, Quartey congratulated Dr Mzembi for the unanimous endorsement he received from the heads of state and government of the then 54 member states of the AU.
He also stated that the African Union acknowledged tourism as an effective vehicle for sustainable development, key in the building of deeper understanding between peoples and cultures and for the reinforcement of the quest for greater global harmony and peace.
The outgoing Secretary General of the UNWTO Taleb Rifai also spoke at the dinner. “You have already won”, he said, with reference to the work Dr Mzembi has done to uplift the image of his own country and for putting African tourism at the fore.
He added that Dr Mzembi had successfully co-organized “one of the best attended” general assemblies of the UNWTO in 2013, when Zimbabwe co-hosted the organisation’s 20th session with Zambia.
Meanwhile, Ethiopian Minister of Tourism and Culture Honourable Hirut Woldemariam wished the candidate all the best in the elections to be held from 11 to 12 May this year in Madrid, Spain. If Dr Mzembi wins, he will become the first African to lead the UN body.
Previous secretaries general have been from France, Australia, and Mexico. The outgoing Secretary General, Rifai is from Jordan.
In his own address, Dr Mzembi reiterated the call for unity among African countries in the vote, noting that Africa’s concept of candidature committees at sub regional and cross continental levels, through which he was endorsed, had “secured an African, Dr Gilbert Fassoun Houngbo, former prime minister of Togo, the key post of Director General of the International Fund for Agricultural Development [IFAD].”
Africa has two other candidates who have been endorsed by the Assembly of the AU for different posts, i.e. Dr. Mousshira Khatab of Egypt and Dr Tedros Adhanom Ghebreyesus of Ethiopia who are contesting for the top posts at the UN Educational Scientific and Cultural Organisation [UNESCO] and the World Health Organisation [WHO] respectively.
The Secretary General of the UNWTO is voted for by an electoral college of 33 member states. It is the council that comes up with a single candidate to recommend to the body’s general assembly.
The Addis Ababa dinner was attended by African Ministers in charge of tourism, who were attending the 59th meeting of the UNWTO’s Commission for Africa. African and other ambassadors based in Addis Ababa and other members of the diplomatic corps also attended the event.

PRESIDENT BUHARI SUSPENDS SGF AND DG, NIA

President Muhammadu Buhari has ordered an investigation into the allegations of violations of law and due process made against the Secretary to the Government of the Federation (SGF), Mr David Babachir Lawal, in the award of contracts under the Presidential Initiative on the North East (PINE).

The President has also directed the suspension of the SGF from office pending the outcome of the investigations.

In a related development, the President has ordered a full scale investigation into the discovery of large amounts of foreign and local currencies by the Economic and Financial Crimes Commission (EFCC) in a residential apartment at Osborne Towers, Ikoyi, Lagos, over which the National Intelligence Agency (NIA) has made a claim.

The investigation is also to enquire into the circumstances in which the NIA came into possession of the funds, how and by whose or which authority the funds were made available to the NIA, and to establish whether or not there has been a breach of the law or security procedure in obtaining custody and use of the funds.

The President has also directed the suspension of the Director General of the NIA, Ambassador Ayo Oke, pending the outcome of the investigation.

A three-man Committee comprising the Hon. Attorney-General of the Federation and Minister of Justice, and the National Security Adviser, headed by the Vice President, is to conduct both investigations.

The Committee is to submit its report to the President within 14 days.

The most senior Permanent Secretary in the SGF's office, and the most senior officer in the NIA, are to act, respectively, during the period of investigation.

Delta State In Dilemma Over Botched Resort Projects

Delta State is in a state of confusion now following the abandonment of the planned Oleri Theme Park and Leisure Centre, irrespective of the huge sum committed to the project.

Like a pack of cards, the much vaunted project came crashing without a whimper after the project contractor, virtually without warning, abandoned the site.

About a year after Senator Ifeanyi Arthur Okowa succeeded Dr. Emmanuel Eweta Uduaghan, initiator of the project, as governor Delta State, the company executing the project, Sarner PFM Resorts Limited, unilaterally withdrew from the job.

While the state was yet to digest the development, Sarner PFM Resorts Limited with Princess Abiodu Oyefusi as the arrowhead, without notice, began evacuating the equipment it had on ground.

Based on this, Okowa hurriedly set up a special committee to evaluate the development, while David Edevbie, Commissioner for Finance and chairman of the committee, quickly initiated moves to stop the removal of SarnerPFM’s equipment pending formal discussions with the government on the implications of the company’s decision.

In a series of meetings of the committee, the government has been exploring probable options on what to do with the project given the huge amount already expended with little on the ground to show.

Members of the committee include the Attorney General and Commissioner for Justice, Mr. Peter Mrakpor; the Commissioner for Culture and Tourism, Mr. Ernest Ogwezzy; Lands and Urban Development, Chief Dan Okenyi; Mr. Henry Sakpra, Commissioner for Special Duties, Government House and Prof. Sylvester Monye, senior adviser on policy to Govenor Okowa with Mrs. P. Ajufo, permanent secretary in the Ministry of Environment as secretary.

The committee’s terms of reference include liaising with SarnerPFM to understand the circumstances that made it withdrew from the project; determine the extent of ex*****on of the project; determine the nature of the agreement with SarnerPFM and what liabilities are expected of any of the two parties and advise government on the way forward with the project.

Edevbie’s committee had sought the expert opinion of E and Y, a legal consultancy firm, to get an insight into the nature of the agreement between the Delta State Government and SarnerPFM.

From the recommendations of the firm which it insisted was merely advisory, the government was informed that SarnerPFM cannot just walk away.

The committee was advised to evaluate the extent of work done by the company and juxtapose it with the amount of money paid to it.

In the views of E and Y, the Delta State Government may have to go to court to compel the company to enter into meaningful resolution, should it fail to reach in agreement with the government.

In the committee’s report to the state executive council, it actually put the government on notice that it may have to go to court to get a just resolution on the action of SarnerPFM.

Given the grand conception of the project, which ought to have been completed in 2014 at the cost of $290 million, the committee recommended that the project should not be discontinued, rather, it should be advertised and credible companies invited to partner with the state; albeit with the successful company taking over the financing of the project given that all that has been accomplished so far is the reclamation of the land at tax payers’ cost.

There is a cautious approach to the issue within government circles with the word “sensitive” routinely used to describe it.

So far, a final decision is yet to be taken with government inclined towards appointing a consultant to superintend the completion of a reduced version of the resort project.

Touted as the first of its kind in sub-Saharan Africa, the resort was supposed to have the following features:

*Theme Resort [Oleri Village, Warri].

*An 18 zone community, spanning 186 acres built according to architecture drawn from Egyptian, American and African influences.

*Shopping malls, which boast a host of foreign and home-made brands.

*A range of Floridian, Mediterranean, Oriental and English themed dwellings built as modern inns and private villas.

*A five star, five storey hotel with 250 bedrooms.

*A three star, eight floor hotel with 504 bedrooms.

*Waterfalls.

*Service Communities including a Retail Village, African Cultural Village, Sports Village etc.

*Recreational Amenities such as Casinos, Cinemas among others.

*Ample Parking Spaces, Restaurants and other functional amenities.

* Wild life Park and Resort [Ogwashi-Uku Asaba].

*A daily capacity of 3,500 guests.

*Adventure park and safari.

*Animal village, zoo and botanical garden.

*Cycling and hunting trails.

*A five star hotel of 50 rooms and 38 luxury guests’ chalets.

In withdrawing from the resort project two years after it was meant to have been completed as well as to provide over 5,000 jobs when actual construction is yet to commence under controversial circumstances, the scepticism that trailed it at the time of conception is being justified.

Experts knowledgeable on the dynamics of building resorts had queried the capacity of the project consultant, Sarner PFM, as it is not known to have any pedigree or previous experience on such project.

Besides, its viability was also questioned as the planned resort was seen as too grandiose to be achieved.

The funding arrangement, which was initially touted as a public-private partnership, was also a source for concern as Sarner PFM was unable to enter into any financing programme with any funding agency.

While inspecting the site in July 2013, Project Supervisor of Sarner PFM, Princess Abiodu Oyefusi told then Governor Uduaghan that the stage of the reclamation of land had been completed, as the first phase of construction would start in September same year.

While saying that the first stage of infrastructure, including the Wild Life Park at Ogwashi-Uku, would gulp about $290 million, Oyefusi assured of speedy ex*****on of the project.

“We are commencing the first phase of construction in upland in September, which will include the construction of catering villa, three star hotels and the electric fence,” she told Uduaghan at the project site.

Less than three years later, her company abandoned the project when construction was yet to start.

Years ago, after months of consistent and persistent media enquiries and faced with the fact that Sarner PFM lacks the ability and the capacity to manage and fund such a huge project, African Travel Times magazine was taken on a tour of the location of the resort at Oleri by Princess Adefusi.

When confronted with facts, she opened up and pleaded for understanding and support.

Despite attempts to sweet-talk African Travel Times magazine, whose publisher incidentally hails from Delta State, the effort hit a brick wall, and that led to a running battle with Sarner PFN and the Delta State Government.

After several months of more thorough investigations and confrontations between this magazine and Richard Mofe Damijo, [RMD’s office], then Commissioner for Arts, Culture and Tourism, the state government eventually succumbed and opened up that a resort was not going to be built, but instead that the location would be turned into a housing estate after Uduaghan’s tenure.

The above statement was made by Mofe Damijo to Lucky Onoriode George, Publisher/Editor of this publication, who has over the years spearheaded the investigation to this gigantic and fraudulence perpetrated by Uduaghan against a state he presides over and his own people.

Authoritatively, African Travel Times magazine can also confirmed that the Resort at Oleri that is still at sand filling level has gulped over N50 billions of state money, which the former governor, Uduaghan and Mofe Damijo must tell Deltans where these monies went.

Shamefully, prominent Delta State indigenes were used for the two separates lavish and extravagant mushroomed investment forum for the projects in Lagos.

First was with Late Abel Ubeku, former Managing Director of Guinness and the all-weather; The Ibru Dynasty at the popular Lagoon Restaurant in Lagos.

Despite all the efforts, not a dine was ever raised after several warnings from this publication that Delta State must learn from the calamitous situation Cross River State is now [a state that prides itself as the tourism Eldorado of Nigeria] after spending fortunes in the building of TINAPA Resort and the rebuilding/expansion of Obudu Ranch, now Obudu Mountain Resorts; and even with a cable-car among others that many observers/industry analysts say is a waste of Cross River’s resources by the former Governor, Donald Duke.

As for the Lagos State Oyefusi, who is a British citizen that used her relationship with the former governor to terrorise the ministries of Tourism, Works, Justice, and even finance officials in the past years before the complete capitulation of the projects following the exit of Uduaghan, she must be made to account for her role in this huge scam.

Today in Nigeria after oil, which the federal government officials and politicians use to defraud the country, it is also evident now that tourism has also become a hand tool for state governors in siphoning money from their respective states’ pulse with impunity.

Finally, the Delta State House of Assembly must hold a public hearing to find out what went wrong, those involved and the actual amount of public funds spent with the view to recovering every dime.

NTDC, FTAN To Chart Way Forward On Tourism Development In Nigeria.

Again, hope has risen for the development and promotion of the Nigerian tourism industry, as the Nigerian Tourism Development Corporation [NTDC] and the Federation of Tourism Associations of Nigeria [FTAN], collaborating efforts to overhaul the industry and make the country benefit from the goodies of the money-spinning industry.

The Acting NTDC Director-General, Mariel Rae-Omoh, while addressing the FTAN delegates, led by the association’s president, Tomi Akingbogun, underscored the importance of tourism to developing a nation, creating wealth and uniting the people.

Rae-Omoh noted that the Nigerian tourism can only be well developed and promoted through the Public Private Partnership, hence encouraged the private sector to be more committed to the development of the industry.

While commending the efforts and contributions of FTAN towards moving the industry forward, the acting NTDC boss assured FTAN and other tourism associations by expressing willingness of her administration to work with them to ensure Nigeria takes her respected position in the comity of tourism nations.

Akingbogun in his reaction assured the Rae-Omoh led-administration of the support of the association, saying, “FTAN is always willing and ready to contribute to the development of the Nigeria’s tourism industry, to improve the lots of the nation and her great people.”

The FTAN President, who said the association represented the voice of all the private sector investors and practitioners in Nigeria, then made a case for the inclusion of two members of the association in the composition of the NTDC board.

He also disclosed that the association has discussed ways to stimulate tourism development through Public-Private Partnership [PPP] with the Minister of Information and Culture, Lai Muhammed.

“In the letter, we asked for Public-Private Partnership concession on three tourism projects in Abuja, the Federal Capital Territory: Abuja Children Park and Zoo, Asokoro, Wild Life Park and Zoological Gardens, Garki, and Jabi Lake Water Recreational Activities.

“When granted, the PPP will improve and expand domestic tourism sites already in the country, open up new domestic tourism destinations to private investors in line with Nigerian Tourism Master Plan, and promote domestic tourism to the large population in Nigeria, among other things,” Akingbogun said.

He noted that there are a good number of private investors who are interested in the Nigerian tourism industry.

Akingbogun then charged the NTDC management to find a way to enlighten the policy makers to make favourable policies for the Nigerian tourism industry, and spend in the industry, “because if government spends rightly it still comes back to government.”

Though, no meaning and successful collaborations has worked in previous exercises apart from the fact that the leadership use such relationship/closeness to position themselves and for mere relevance which is why the acting director general must work with individual associations, if meaningful progress is to be made.
