CITY OF BAGUIO DECLARED UNDER A STATE OF CALAMITY DUE TO OIL CRISIS

The City Council unanimously approved Resolution No. 257, Series of 2026, on March 30, 2026 aligning with President Marcos’ Executive Order No. 110 declaring a national energy emergency. The resolution was certified on April 7 and signed by Mayor Benjamin Magalong.

The declaration allows the city to access its disaster risk reduction and management funds, including the Quick Response Fund, to address fuel price surges and energy disruptions. It also enables resource mobilization, stricter enforcement of regulations, and closer coordination with national agencies to stabilize transport, services, and the local economy.
The crisis has severely affected Baguio: skyrocketing fuel prices have reduced public transport trips and lengthened queues, while tourism—the city’s main economic driver—saw visitor arrivals drop by 40-50% during Holy Week, hurting hotels, hospitality, and retail businesses.

In response, the city activated its Crisis Management Committee and implemented measures like free rides and an emergency mobility program to support residents and visitors. Officials continue monitoring the situation to ensure essential goods and services remain available.
