DOLORES, Eastern Samar โ An Eastern Samar lawmaker emphasized the need to educate motorists on road safety laws alongside improving access to government services, following the inauguration of the new Land Transportation Office (LTO) District Office in Dolores town on Tuesday, April 7, 2026.
Eastern Samar Lone District Representative Christopher Sheen Gonzales said that while the establishment of an additional LTO district office in the province brings services closer to motorists, it is equally important to ensure that drivers understand traffic rules and the importance of complying with them to prevent accidents.
Gonzales stressed that development cannot be fully achieved if people remain uneducated about road safety, especially as infrastructure projects and the number of vehicles continue to increase in the province.
House Minority Leader Marcelino Libanan, who also attended the event, said efforts are ongoing to improve both the national highways as well as road access in various barangays to support the provinceโs growth.
Addressing concerns from motorists about stricter enforcement against unlicensed drivers and unregistered vehicles, Gonzales assured the public that those with complete documents have nothing to fear.
โDrivers should not be alarmed. If your papers are complete, there is no reason to worry,โ he said, emphasizing that enforcement efforts are meant to promote discipline and safety on the roads.
The lawmaker also highlighted that possessing a driverโs license signifies proper training and knowledge of road rules, including traffic violations and responsibilities.
He noted that even insured motorists may not be able to claim benefits if they are found to be driving without a valid license.
Gonzales welcomed the establishment of the LTO district office in Dolores, noting that it reflects the townโs continued growth and development.
He said the new office will help speed up transactions and improve public service related to transportation and road use.
He added that as Eastern Samar continues to develop, residents must also adapt by becoming more responsible and informed drivers, particularly with the increasing number of roads being constructed and vehicles on the streets.
Despite some concerns, particularly from motorcycle drivers, Gonzales reiterated that law enforcement efforts should not be feared but seen as part of necessary adjustments in a developing locality.
โDevelopment must go hand in hand with education. We cannot allow progress in infrastructure while neglecting peopleโs knowledge and responsibility,โ he said in vernacular. BMA
