DOLORES, Eastern Samar โ€” An Eastern Samar lawmaker emphasized the need to educate motorists on road safety laws alongside improving access to government services, following the inauguration of the new Land Transportation Office (LTO) District Office in Dolores town on Tuesday, April 7, 2026.

Eastern Samar Lone District Representative Christopher Sheen Gonzales said that while the establishment of an additional LTO district office in the province brings services closer to motorists, it is equally important to ensure that drivers understand traffic rules and the importance of complying with them to prevent accidents.

Gonzales stressed that development cannot be fully achieved if people remain uneducated about road safety, especially as infrastructure projects and the number of vehicles continue to increase in the province.

House Minority Leader Marcelino Libanan, who also attended the event, said efforts are ongoing to improve both the national highways as well as road access in various barangays to support the provinceโ€™s growth.

Addressing concerns from motorists about stricter enforcement against unlicensed drivers and unregistered vehicles, Gonzales assured the public that those with complete documents have nothing to fear.

โ€œDrivers should not be alarmed. If your papers are complete, there is no reason to worry,โ€ he said, emphasizing that enforcement efforts are meant to promote discipline and safety on the roads.

The lawmaker also highlighted that possessing a driverโ€™s license signifies proper training and knowledge of road rules, including traffic violations and responsibilities.

He noted that even insured motorists may not be able to claim benefits if they are found to be driving without a valid license.

Gonzales welcomed the establishment of the LTO district office in Dolores, noting that it reflects the townโ€™s continued growth and development.

He said the new office will help speed up transactions and improve public service related to transportation and road use.

He added that as Eastern Samar continues to develop, residents must also adapt by becoming more responsible and informed drivers, particularly with the increasing number of roads being constructed and vehicles on the streets.

Despite some concerns, particularly from motorcycle drivers, Gonzales reiterated that law enforcement efforts should not be feared but seen as part of necessary adjustments in a developing locality.

BORONGAN CITY, Eastern Samar โ€” The municipal government of Sulat has issued five executive orders aimed at reducing energy consumption, cutting public spending, and strengthening local food production in response to the national energy emergency.

Mayor Javier Zacate signed Executive Orders (EO) Nos. 2026-032 to 2026-036 following President Ferdinand R. Marcos Jr.โ€™s declaration of a State of National Energy Emergency under EO No. 110, Series of 2026.

One-day fiesta, austerity measures

Under EO No. 2026-032, the municipality will enforce a one-day fiesta policy across all barangays to promote simplicity, cost-saving, and energy conservation.

The order limits celebrations to a single day and designates the day prior as preparation day strictly for cooking and logistical arrangements.

Publicly funded socio-civic and sports activities such as pageants, concerts, and tournaments are prohibited, while government support for religious activities is restricted, although church-led observances like masses and processions may continue independently.

Barangay officials are tasked to ensure compliance, with support from the Philippine National Police and monitoring by the Municipal Local Government Operations Office. Violations will be subject to existing laws and administrative sanctions.

Complementing this, EO No. 2026-033 sets guidelines for the observance of the traditional Mayu-Mayohay festival, emphasizing cost-efficiency and energy conservation. Government units are barred from funding or organizing non-essential entertainment activities and from using public funds for high-cost requirements such as sound systems, lighting, and stage setups.

However, private and small community gatherings are allowed, provided these comply with public safety and decency regulations. Socio-cultural and sports activities must be low-cost, community-based, and aligned with austerity principles.

Community pantry, food production programs

To cushion the impact of rising commodity prices, EO No. 2026-034 establishes a Community Agricultural Pantry Program, a voluntary initiative encouraging farmers, fisherfolk, and residents to donate produce and essential goods for free distribution.

The program aims to improve access to food, promote bayanihan, reduce food waste, and minimize transportation costs.

Pantry sites will be set up in accessible areas, with operations supervised by the Office of the Municipal Agricultural Services (OMAS) in coordination with barangays and volunteer groups.

The Municipal Social Welfare and Development Office (MSWDO) will assist in identifying beneficiaries.

Meanwhile, EO No. 2026-035 promotes barangay-based vegetable and root crop production to enhance food security and reduce household expenses. Specific crop assignments were identified per barangay to optimize output diversity.

Among the designated crops are pechay for poblacion areas, patola in Maglipay, opo in Riverside and Agitway, and a mix of root crops such as cassava, sweet potato, and taro in other barangays.

Additional crops include eggplant, tomato, squash, beans, chili, and cucumber depending on locality.
Barangay officials are directed to mobilize residents and farmers, while the municipal agriculture office will provide technical assistance, seeds, and monitoring.

Schools, organizations, and households are also encouraged to establish backyard and communal gardens.

Agricultural protection measure

As part of sustainability efforts, EO No. 2026-036 prohibits the slaughter of carabaos to preserve their role in farming and agricultural productivity, recognizing their importance in sustaining local food systems.

Call for cooperation

Zacate said the measures are designed not only to comply with national directives but also to instill discipline, resilience, and responsible resource use among residents.

DOLORES, Eastern Samar โ€” District Chief Gavino Anacio expressed gratitude to key proponents behind the establishment of the Land Transportation Office (LTO) District Office in Dolores, citing it as a major step toward improving public service delivery in the area.

Anacio, formerly assigned at the LTO Borongan District Office, also served as officer-in-charge of the now-closed Borongan satellite office in Mercedes.

The Mercedes facility was eventually shut down after it was deemed redundant following the opening of a district satellite office in Guiuan.

In a statement, Anacio thanked House Minority Leader and 4Ps Party-list Representative Marcelino โ€œNonoyโ€ Libanan for initiating legislative efforts that led to the approval of the Dolores office as a full district office.

He also acknowledged the role of Eastern Samar Lone District Representative Christopher Sheen Gonzales, who, as former chief of staff of Libanan, helped ensure the smooth legislative process that resulted in the passage of Republic Act No. 12163 establishing the Dolores District Office.

Anacio likewise recognized the support of Dolores Mayor Zaldy Carpeso for his collaboration with the LTO in making the project a reality.

He also extended his appreciation to LTO Region 8 Director Atty. Ledwino Macariola for facilitating the necessary processes in setting up the new office.

He called on the public to extend their cooperation and support, stressing that the success of the LTO Dolores office depends on community participation.

Anacio described the project as a government investment intended to benefit the general public.

The new office, which will be led by Anacio and staffed by an eight-member team, is expected to enhancedeliver faster and more efficient services, including driverโ€™s license applications, vehicle registration, and renewals.

It will primarily serve motorists in northern Eastern Samar and nearby towns in Northern Samar.

DOLORES, Eastern Samar โ€” The Land Transportation Office (LTO) formally inaugurated its newly established Dolores District Office on Tuesday, April 7, marking a significant step in improving government services in the province.

TACLOBAN CITY โ€” The Department of Education (DepEd) has reassigned Dr. Ronelo Al K. Firmo from his post as Regional Director of DepEd Region VIII (Eastern Visayas) to Region XII (SOCCSKSARGEN), where he is expected to serve as Officer-in-Charge of the Office of the Regional Director.

Taking over the leadership of DepEd Eastern Visayas is Salustiano T. Jimenez, who previously served as Regional Director of DepEd Region VII (Central Visayas).

The movement of the two officials is part of a broader leadership reshuffle within the Department of Education involving several regional directors across the country.

In Region VIII, preparations for the leadership transition are already underway, with internal arrangements being made for send-off and welcome activities for the outgoing and incoming regional directors.

According to the Department of Public Works and Highwaysโ€“Eastern Samar District Engineering Office (DPWH-ESDEO), the surge in truck traffic was caused by the enforcement of a load limit at the Calbiga Bridge in Samar due to structural concerns brought about by deterioration.

The agency imposed a 15-ton limit since late 2025, forcing heavier vehicles to seek alternate routes.

DPWH-ESDEO said Eastern Samar has become the only viable alternative route at present, resulting in the increased flow of heavy trucks through the province.

โ€œWe donโ€™t want to wake up one day that our roads are heavily damaged because of the unrestricted access to these trucks,โ€ Gonzales said.

He added that while the roads are classified as national highways, they were not designed to accommodate sustained heavy-load traffic of this scale.

The turnover was held in Barangay Saurong, where local officials, farmers, and Department of Agrarian Reform (DAR) officials and personnel gathered to mark the completion of the project that connects seven far-flung barangays through a 6.8-kilometer road network.

According to officials, the ceremonial turnover was repeatedly postponed after attempts to align the schedules of all principal stakeholders proved difficult.

DAR Region 8 Assistant Regional Director Ronelo Jose Zamora reported that the completed farm roads have already brought significant improvements to agricultural production in the area.

Rice production reportedly increased from 1.57 metric tons per cropping to 3.5 metric tons, while copra production rose from 1.2 metric tons per harvest to 3.2 metric tons per harvest following the construction of the roads.

Zamora also noted improvements in the economic condition of residents, saying that communities previously recorded at only five percent above the poverty level have improved to 20 percent above the poverty level after project completion.

ORAS, Eastern Samar โ€” A village chief here credited the newly completed interconnected farm-to-market roads (FMRs) for boosting agricultural productivity and easing the transport of goods across seven far-flung barangays in this town.

The Department of Agrarian Reform (DAR) is set to turn over P100 million worth of seven interconnected FMR projects benefiting farming communities in Oras town today, February 12, 2026.

The road networks link remote barangays, improving access to markets and reducing travel time for residents and farmers.

Jonalyn Logrosa, Punong Barangay of Barangay Saurong, said the road projects have brought significant relief not only to his village but also to neighboring communities.

โ€œIni in gidadakoi nga bulig diri la ha amon residente, diri la ha amon mga barangay official kundi ha ngatan nga nagpapakabuhi parte ha mga kalubian, mga humay," Logrosa narrated.

(This is a great help not only to our residents and barangay officials but to everyone who depends on coconut and rice farming for their livelihood.)

He added that the roads have become a major support system for farmers.

โ€œAsya in gidadakoi nga kabakyang han mga para-uma," he said.

(This has become a big support for our farmers.)

Logrosa noted that transporting farm produce has become significantly easier with the completion of the FMRs.

HOMONHON ISLAND, GUIUAN โ€” In the wake of Typhoon Tinoโ€™s devastation, Eastern Samar leaders brought much-needed relief and hope to the residents of Homonhon Island, one of the hardest-hit areas in the province.

Eastern Samar Lone District Representative Christopher โ€œSheenโ€ Gonzales and Governor Ralph Vincent โ€œRVโ€ Evardone personally visited the island on Thursday, November 6, 2026, to distribute relief goods to affected families across the eight barangays of Homonhon.

Despite being able to visit only five of the barangays due to weather and travel limitations, the officials ensured that aid reached all affected residents.

While Typhoon Tino made its first landfall in Silago, Southern Leyte, its path veered close to Guiuan, unleashing powerful winds and heavy rains that battered the municipalityโ€™s islands that include Suluan, Manicani, Victory, and Tubabao.

The storm also wreaked havoc on mainland Guiuan and the nearby town of Mercedes, where Tropical Cyclone Wind Signal No. 4 was raised for most of the typhoonโ€™s stay in Eastern Samar.

According to Cong. Gonzales, around 60โ€“70% of the houses in Homonhon sustained partial damage, while 30% were totally destroyed.

To help families rebuild, the group also distributed construction materials and repair kits to the barangays.

The relief operations were a joint effort among the Office of Cong. Gonzales, the Provincial Government of Eastern Samar, the Local Government of Guiuan under Mayor Annaliza Kwan, House Minority Leader and 4Ps Party-list Rep. Marcelino โ€œNonoyโ€ Libanan, and the Department of Social Welfare and Development (DSWD).

In addition to relief distribution, Gonzales and Evardone also coordinated with the Department of Information and Communications Technology Region VIII (DICT VIII) to restore and expand Free Wi-Fi access on the island.

As a swift response, DICT deployed a team from Yuno Network Solutions to install Free Wi-Fi through Starlink Kits in six barangays. The response was a vital step in restoring communication and connectivity for residents.

The 43rd Infantry Battalion and the Philippine Army Engineering Battalion also assisted in clearing operations and rebuilding damaged structures on the island.

Eastern Samar will receive โ‚ฑ40 million out of the โ‚ฑ760 million in Presidential Financial Assistance allocated to 38 local government units (LGUs) severely affected by Typhoon Tino, according to the Department of Budget and Management (DBM).

The financial aid, directed by President Ferdinand R. Marcos Jr., aims to support the immediate recovery and rehabilitation efforts of storm-hit communities across the Visayas and other affected regions.

The funds will be downloaded directly to the LGUs through their authorized government-servicing banks to fast-track assistance and rebuilding.

Among the hardest-hit areas in the province is the municipality of Guiuan, which bore the brunt of the typhoonโ€™s fury, particularly its island barangays โ€” Homonhon, Suluan, Manicani, Victoria, and Tubabao.

These areas experienced strong winds and heavy rains that caused widespread destruction to homes and livelihoods.

In a recent development, Eastern Samar Lone District Representative Christopher โ€œSheenโ€ Gonzales and Governor Ralph Vincent โ€œRVโ€ Evardone personally visited Homonhon Island to distribute relief goods and construction kits to affected families.

The two high-ranking officials also facilitated the installation of free-wifi kits in 6 barangays of the island.

According to Cong. Gonzales, about 60โ€“70% of houses in the island were partially damaged, while the remaining 30% were totally destroyed due to Typhoon Tinoโ€™s onslaught.

The provincial government, in coordination with the national government and local disaster offices, continues to assist affected residents as rehabilitation work begins in the devastated communities.

The โ‚ฑ40 million assistance for Eastern Samar is expected to help LGUs provide immediate relief, repair public infrastructure, and aid families in rebuilding their homes.
