Pasay City scored the highest basic literacy rate while San Juan City recorded the highest functional literacy rate among highly urbanized cities in 2024, according to the Philippine Statistics Authority (PSA).

Based on PSA's 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) report, basic literacy is the ability of a person to read and write a simple message with understanding and to compute or perform basic mathematical operations.

Meanwhile, functional literacy is the ability of a person to read, write, compute, and comprehend. This skill includes a higher level of comprehension.

On May 18, 2025, Pasay City is celebrating the Feast of Mahal na Krus ng Bo. Maytubig. The crucifix is recorded to be more than 200 years old in the city's Local Cultural Inventory.

Rizal Day 2024. Pasay City and Knights of Columbus organized a Wreath Laying Ceremony to commemorate the 128th Anniversary of the Martyrdom of Dr. Jose Rizal at Jose Rizal Elementary School. The event was also attended by JRES faculty, JRES Girls and Boys Scout and student council, students neigboring barangay community and PNP Pasay. Present also at the event are Coun Joey Isidro to represent Mayor Emi Calixto-Rubiano, PCAC Chairperson Teresita Robles, SK Manolo Tianzon, SK Pete Garcia and SK Jowi Cabinte.

The Sining Eskwela Art Exhibit ribbon cutting was held at the 2nd Floor Lobby of Pasay City Hall in September 11, 2024. The ceremony was led by Mayor Imelda Claixto-Rubiano, Cong Antonino Calixto, Pasay Culture and Arts Council Chairperson Ms Teresita Robles, Pasay-DSWD head Ms. Chris Balictar, DSWD Executive Assistant Ms. Angelica Roa-Yu and Coun. Joey Isidro.
Artworks on exhibit are works of rescued children of Social Development Center in NAIA. The artworks were products of the recent Sining Eskwela art workshop conducted by Pasay Culture and Arts Council in partnership with Pasay Children's Welfare Council and Pasay-DSWD.
Artworks are for sale. Proceeds of the sale is for the benefit of Social Development Center rescued children. Please support SINING ESKWELA.

Pasay City commemorated the National Heroes Day by a Wreath Laying Ceremony that took place at the Col Jesus Villamor monument at the PAF Headquarters in Villamor Air Base in August 26, 2024. The event was organized by the Pasay Culture and Arts Council with its chairperson Ms. Teresita C. Robles, PAF Chief of Office of the Cultural Heritage Activities (OCHCA) LTC Owen Florendo and Knights of Columbus District Master Mr. Manolo Tianzon.
The ceremony was led by Mayor Imelda Calixto-Rubiano represented by Coun Joey Isidro, LTC Marc Anthony A Yambing PAF (GSC), Group Commander, 520th Air Base Group, Knights of Columbus DM Manolo Tianzon.
