| Tourism Site Development Plan Workshop 💡

As Cagayan continues to emerge as a premier tourism destination in Northern Luzon, the Cagayan Tourism Office (CTO) underscores the importance of grounding tourism development in strategic, sustainable, and forward-thinking planning. With the growing interest in the province’s rich and diverse attractions, ensuring that local tourism sites are ready both in terms of infrastructure and environmental stewardship has become a critical priority.

To strengthen this thrust, the Provincial Government of Cagayan, led by Hon. Governor Edgar “Tatay Egay” B. Aglipay, through the CTO, under the stewardship of Provincial Tourism Officer EnP. Jenifer Junio-Baquiran, partnered with the University of the Philippines – Diliman Asian Institute of Tourism (UPD AIT) to conduct the Tourism Site Development Plan Workshop on August 19–20, 2025 at Villa Blanca Hotel, Tuguegarao City. Serving as the resource speaker was Dr. Ramon Benedicto A. Alampay, Associate Professor of UPD AIT, who shared his expertise and guided participants throughout the two-day workshop.

The activity, spearheaded by the Planning & Design Division of CTO, aimed to equip tourism officers and planning officers of the province’s LGUs with the knowledge and tools to craft comprehensive and effective tourism site development plans. Through intensive sessions, participants were introduced to the principles of sustainable tourism site development, visioning exercises, site and market analysis, development and marketing strategies, as well as implementation and monitoring mechanisms.

On Day 2, the workshop culminated in engaging presentations where 21 Local Government Units (LGUs) showcased their proposed site development plans in a “speed-dating” style format: succinct yet substantial presentations that reflected both strategic depth and creativity. This dynamic exchange not only highlighted the innovative ideas from the LGUs, but also underscored a shared commitment to developing tourism sites that are sustainable, inclusive, and forward-looking.

By investing in capacity-building initiatives such as this, the Provincial Government of Cagayan, through the Cagayan Tourism Office, continues to pave the way for a more resilient, competitive, and sustainable tourism industry, one that positions Cagayan as a leader and model in Northern Luzon. ❤️🇵🇭

Earlier today, the Department of Tourism - Region 2 Office through their respective representatives, Senior Tourism Operations Officer - Mr Frederick B. Castro and Tourism Operations Officer I - Ms Twinny Darnette P. Calayan together with Provincial Tourism Office Administrative Aide VI - Ms Glenda Tubangui and Municipal Tourism Office visited new and existing accommodation establishments as well as restaurant to process inspection and continue to update various establishments accreditation status.

The DOT Accreditation is a great contributory factor for the promotion of an establishment and contributes to standards improvement as well as benefit in its marketing. It signifies that the establishment has met the minimum standards for operation and service quality, ensuring safety and a positive experience. It is a stamp of approval indicating the adherence to DOT's established guidelines.

To: All Local Tourism Officers, Tourists, Travelers, Accommodation Establishments, Tour Operators, and Other Tourism Stakeholders in the Province of Cagayan

Subject: Preparedness Advisory for Typhoon Crising

Considering the approaching Typhoon Crising, which is expected to affect the Province of Cagayan this coming weekend, July 18-20, 2025, the Provincial Tourism Office issues this advisory to urge all tourism stakeholders, especially accommodation establishments in coastal and low-lying areas, to implement precautionary measures to ensure the safety of tourists, guests, and personnel.

While we continue to champion Endless Fun in Cagayan, it is our shared responsibility to promote safe and resilient tourism, especially during times of natural hazards.

I. GENERAL ADVISORY FOR TOURISTS AND VISITORS
1. All tourists are advised to defer non-essential travel to island, beach, and mountainous destinations in Cagayan until weather conditions improve.
2. Those currently in the province should coordinate closely with accommodation providers and local tourism officers for updates and necessary assistance.
3. Avoid riverbanks, coastal areas, and other high-risk zones during the typhoon period.

II. ADVISORY TO ACCOMMODATION ESTABLISHMENTS
Especially those situated in coastal municipalities and other flood-prone areas:
1. Activate Disaster Risk Reduction and Emergency Protocols:
• Review and implement DRRM Plans
o Inspect premises to secure lightweight structures, signage, and outdoor amenities.
• Prepare emergency supplies (food, water, power backups, first aid kits).
2. Ensure Safety and Coordination with Guests:
* Provide timely briefings to guests about the typhoon and your safety protocols.
* Assign staff to assist with emergency coordination and updates.
* Extend flexible arrangements (rebooking/refund) as necessary.
3. Maintain Coordination with Local Authorities:
* Stay updated with PAGASA and NDRRMC bulletins.
* Cooperate with LGUs and MDRRMOs for possible evacuation protocols.
* Immediately report any incidents or requests for support.
