Do you know the camps in Năvodari? Albatros, Delfin, Cutezătorii and Perla? During the communist years, 12,000 children came here for each series. The Năvodari camp was built in the 1970s, with money from the General Union of Trade Unions of Romania-UGSR. The complex had 298 buildings, spread over 134 hectares, organized into five camps: Delfinul, Albatros, Perla, Cutezătorii and Lebăda. After the Revolution, the UGSR heritage was taken over by court decision by the unions that had become democratic, led at the time by Victor Ciorbea. These, in turn, established SIND Romania, a company to manage all their accommodation units. The land under the constructions remained state-owned, but was given to the unions for use, for an indefinite period. The devaluation of the Children's Camp was based on obvious real estate purposes. In 2011, the Năvodari Local Council adopted decision 144, by which it inventoried the lands and buildings of the Children's Camp in the locality's patrimony. In this case, 298 buildings and 56 hectares of land, the initiative belonged to the controversial Nicolae Matei, then mayor of the city of Năvodari. From a legal point of view, the Camp's buildings were owned by SC Sind România SRL, a company founded by the unions that broke away in 1990 from the communist mammoth General Union of Trade Unions of Romania (UGSR). This property was recognized by the courts and was registered in the Cadastre.
