The Time has come: The Participants of the World Public Assembly adopted the "Declaration of Happiness"

A special feature of the First World Public Assembly was one of the unusual areas– among the international practices of building the future, experts presented and revealed the concept of "diplomacy of happiness" as a tool of public diplomacy.

The main organizer of the WPA is the World Peoples Assembly, one of the few organizations on the planet that has a Department of Happiness in its structure. Its projects are aimed at creating a positive perception of life, harmonizing relationships and cooperation between people and countries.

This theme is close to the heart of every person on Earth, and the platform of the World Public Assembly "Diplomacy of Happiness: International Practice of Building the Future" brought together about a hundred experts and speakers from Australia, Argentina, Bhutan, Zambia, India, Jordan, China, Nigeria, Peru, Russia, Saudi Arabia, Syria, Uzbekistan. Among them: spiritual leaders, diplomats and parents with many children, government officials and entrepreneurs, heads of non-profit organizations and philosophers, artists and scientists, monks and psychologists, heads of educational institutions and teachers, journalists, owners of large businesses and industrial enterprises, marketers, sociologists, musicians and even ... representatives of the royal dynasty.

Speaking about the ways to achieve happiness, the royal person from Nigeria, Her Majesty Queen TEMITOPE Enitan-Ogunwusi, wife of His Imperial Majesty Ooni from Ile-Ife, Deputy coordinator of the Hopesalive Initiative for Africa, recalled simple truths that people often overlook in life: "When you open your eyes in the morning, you discover the coolness around you. This feeling can cause both joy and sadness in the soul at the same time. Therefore, happiness is always a conscious choice. It depends entirely on your decision: it is you who determine what kind of life you want to live. That's why it's important to have a clear intention and commitment. We are well aware that our life path is full of difficulties and problems. However, no matter what, the pursuit of happiness remains unchanged."

The speaker also outlined the main responsibilities of people in power to those for whom they are responsible: "For me, as a representative of royal bloodlines, the primary goal is to lead a variety of projects designed to create conditions for people's happiness, regardless of weather conditions and the state of the sky above. Let the sun shine brightly or hide behind thick clouds — the atmosphere of kindness and love should always be present in our society. To achieve this goal, we are launching various educational programs, developing the healthcare sector, and supporting social initiatives. All this is done solely for the sake of common happiness."

Marina Volkova, Head of the Department of Happiness at the World Peoples Assembly, Director of the Eurasian Support Center for the Institute of Family and Family Values, and Ambassador of Peace, as moderator of the round table outlined the main purpose of the discussion: "We, the people of the 21st century, are witnessing a deep spiritual and moral crisis that affects the oblivion of values, disunity and excessive consumerism, and the alienation of people often from themselves. – and this leads to loss of meaning and self-destruction of personality. Our task is to find the mechanism, the processes that will allow us to overcome this crisis and still realize the main mission of man – to be happy. Today we will discuss with you the initiative of the World Peoples Assembly– the Declaration on Happiness."

The experts of the round table moved on from personal feelings and the state foundations of happiness to discussing the possibilities of using the principles of happiness diplomacy in international practice, developing cooperation and creating sustainable models of interaction based on positive values and respect for each other.

The concept of happiness diplomacy gradually becomes a significant tool for interstate cooperation, emphasizing the importance of strengthening well-being and harmonious relations between countries.

One of the co–moderators of the site, an expert from Nigeria, OKPATUMA David Otujor, co-founder of the Organization for Development and Cooperation in Africa (DevCA), raised a deep and important question - can happiness be the starting point for the formation of a new international law? Just as human rights protect individual freedom, the diplomacy of happiness is designed to strengthen the bond between all peoples of the Earth.: "Security policy is aimed at preventing wars, happiness diplomacy should prevent alienation and despondency among people. The market is based on the trade of goods, and the diplomacy of happiness is based on the creation of strong friendships. This field does not tolerate bias and discrimination. Only by joining forces will we achieve a real world where no one will be left behind or abandoned to the mercy of fate. The success and prosperity of a single country is impossible without the common joy and happiness of all people, because this is the true meaning of happiness diplomacy."

The participants of the round table were unanimous in supporting the approach to the meaning of life of the great Russian writer Leo Tolstoy, who wrote: "The meaning of life is to serve humanity." According to the speakers, these words serve as an excellent guide to action: it is necessary to put people's happiness at the center of any political decisions, international diplomacy and cooperation.
And the true future of diplomacy does not come down to holding meetings and signing treaties, it lies in the ability to create a society centered on the happiness of every citizen.

Advisor to the Director of the International Institute of Central Asia, Doctor of Philosophy, Professor from Uzbekistan Saidmukhtar SAIDKASIMOV drew the attention of like-minded people to the fact that most of the famous statements of the great philosophers of antiquity concerned the individual perception of happiness, paying special attention to the fate of an individual. And the fact that today there is an initiative to integrate such individual ideas into a broad international context, in relation to diplomatic relations, certainly deserves attention: "This unusual approach underlines the ultimate goal of diplomatic activity — ensuring the happiness of all peoples of the world. This is exactly what diplomacy should serve by removing obstacles and overcoming problems that hinder the achievement of this noble goal," the speaker said.

Modern diplomacy is undergoing changes: now successful management of society is impossible without considering emotions and intuition. Previously, international negotiations were based primarily on the competition of interests of individual groups and structures. The modern era dictates a different approach: the human community is perceived as a single organism, where the state of health and well-being of each resident affects the overall well-being of society.

Igor KHALEVINSKY, a prominent diplomat, Chairman of the Council of the Association of Russian Diplomats, Candidate of Economic Sciences, a member of the Supreme Advisory Council of the World People Assembly, outlined the importance of the document that the participants of the round table worked out: "A lot of fundamental research was carried out and it turns out that happiness is conditioned by economic conditions, political structure and diplomacy. The latter, it would seem, belongs to the category of abstract concepts denoting the interaction of peoples and states, but the concept of happiness diplomacy brings this concept to the level of active participation of each of us. The work of the World Peoples Assembly is of great benefit to society, and the adopted Declaration of Happiness will certainly become important."

And, indeed, the time has come to develop concrete steps and documents for further work in the sphere of happiness diplomacy, the experts agreed.

The participants of the round table expressed many aspects that should be reflected in the "Declaration of Happiness". Among them: the ability to appreciate the simple beauty of life, to realize the value of health, the need to share joy with others, the creation of a happy family, creative work for the happiness of people. Approaches in modern education and concepts of international law, as well as many other aspects reflecting the structure of a happy society on earth, must be changed.

Among the specific proposals included in the official document:
- Recognition of the fundamental value of happiness and well-being;
- Establishment of the World Day of Conscious Unity;
- Support for humanitarian missions and volunteer movements;
- Financial support for research activities;
- Creation of a universal ethical and philosophical code;
- Holding regular thematic summits and symposia;
- Expansion of information and educational activities;
- Establishment of a system of rewards and rewards.

"A few days ago, our team was thinking about choosing a slogan for the upcoming round table and concluded that the phrase "Time of Happiness" best expresses the main idea of our activities," said Marina Volkova, Head of the Department of Happiness at the World Peoples Assembly.

And that time has come. The First World Public Assembly adopted an unprecedented document, the Declaration of Happiness. The World Wide Web is still reporting: "there is no such official document, but the concept of "striving for happiness" is present in many declarative papers." It seems that information in the digital environment will change soon.

Winners of the IV International Contest "Leader of Public Diplomacy" were announced on the sidelines of the World Public Assembly

On the sidelines of the First World Public Assembly, the final competitions and the award ceremony for the winners of the IV Competition "Leader of Public Diplomacy — 2025" were held.
In total, the competition received more than 150 applications from 42 countries. During the educational track, the competition committee evaluated the participants' project defenses, essays, and test assignments.
A key feature of 2025: for the first time, past laureates from different countries acted as mentors, along with members of the International Organizing Committee. They helped the contestants finalize their projects, unlock their potential and prove themselves in the finals. Such interaction with mentors was especially productive during the game stage of determining the winners, when the finalists, divided into teams, built virtual cities of the future and learned the tools of public diplomacy.
On the sidelines of the World Public Assembly, the mentors of the project were represented by 10 countries: Belarus, Germany, Spain, Pakistan, Portugal, Transnistria, Russia, Tunisia, Finland, France.
The finalists were representatives of 15 countries: India, Indonesia, Spain, Italy, Kazakhstan, Cameroon, Kyrgyzstan, Lebanon, Poland, Russia, Tajikistan, Tunisia, France, South Africa, Japan.

The expert was excited by the surprise and, accepting the award, noted: "Being a leader is a huge responsibility for your words, actions, and the people around you." The badge of honor was personally presented by Sabirov Kabuljon, Director of the SCO Center for Public Diplomacy in Uzbekistan.
After the award ceremony, the finalists of the "Leader of Public Diplomacy" competition had the opportunity to participate in venues, discussions, round tables and panel sessions of the World Public Assembly. And, sharing their impressions, they noted that everything that happened on the sidelines of the unprecedented forum helps raise the bar for their projects.
Valentina Moshalkova (Indonesia): "Platforms of this level are very iconic for people like us - people who are about ideas. Here we are shown the value of what we are doing. It's not about money. We must understand the importance of our work, and I am grateful that such contests exist and allow us to make our work visible."
Bhardwaj Tatiana (India): "We know that the world is changing and there is a huge problem in understanding who we are as people. Who will we be in 5 years in terms of integrating artificial intelligence? I realized that the World Peoples Assembly is about what distinguishes us as people? Since I am involved in the education of children, the main task of this forum for me is to understand what I need to put into education in order for children to preserve humanity. What makes a person human? We need to talk about values, identity, friendship of peoples, unification, cooperation – and this is the high bar that we must keep in education."
After the awards ceremony, the experts of the "Leader of Public Diplomacy" competition organized a small but very significant event on the sidelines of the Assembly. Yevgeny Skvortsov, a retired military man and a public figure from Belarus, handed over capsules containing the soil of the Brest Hero Fortress to his expert colleagues Yuri Karra (Transnistria) and Kristina Romanenko (Tunisia). The Certificate says: "The sacred land was taken from the places of fierce battles and immortal exploits performed by the defenders of the Brest fortress in June-July 1941 in the fight against the N**i invaders." Colleagues noted that memory, historical truth and unity in the fight against any manifestations of neo-fascism are in the hearts of people, regardless of which country they live in.
Here, on the sites of the World Public Assembly, the finalists of the competition, mentors, and experts exchanged ideas and signed a number of cooperation agreements with each other. 24 signed documents will determine the vectors of international cooperation between the Leaders of public diplomacy in 15 countries for a long time.

A New Level of Partnership: BRICS Forms Strategy until 2030

More than a hundred participants from different parts of the world — from Russia and China to India, Africa, the Middle East and Europe gathered for a panel discussion "Dialogue and Partnership of the BRICS countries To Strengthen Solidarity and International Cooperation" on the sidelines of the World Public Assembly.
The discussion was conducted by two outstanding moderators. Vice-President of the Afghan Academy of Sciences, Head of the World Center for Philosophical and Mathematical Research, Professor Mohammad Sediq Afghan, stressed in his opening remarks that for the future of the global system, it is important to unite not only politicians and economists, but also scientists, thinkers, and researchers. "Not only industrialists and financiers should unite, scientists from all countries should unite. Such an association is possible only within the framework of truly significant international organizations," he said.
The moderator Igor Fomin, Director General of the BRICS International Development Organization, is a well-known expert in the field of public diplomacy. He drew attention to the practical importance of the platform: "Today, not only dialogue is important, but also the transition to action. The BRICS partnership should be developed on the basis of real projects and joint initiatives."
The panelists reflected the diversity and scale of the BRICS and partner countries.
Chairman of the Indian Business Council Akadishp Singh arrived from India. He emphasized the role of the BRICS declarations and UN programs in shaping the new agenda: "Today, it is extremely important that international associations focus on the documents and initiatives of the United Nations developed by the BRICS summits, including issues of digital cooperation, education and healthcare."
Francois Tulinkunkikko (Rwanda), Chairman of the Association of Graduates of Universities of the USSR and Russia in Africa, noted that Soviet and Russian universities remain an important cultural bridge connecting Africa with Eurasia.
The Chinese delegation was led by Li Xiaoming, founder and Chairman of the Beijing Chamber of Commerce and Industry. Representatives of Indian youth movements, Ashok Kumar, President of the INRUKS Association, and Madhish Parikh, founder of the BRICS Youth Alliance, also took part in the discussion.
Russia was represented by several experts at once. Elena Matveeva, President of the International Association of Women "Mercury. Novoe Vremya” emphasized in her speech the enormous potential of international women's movements: "What men cannot do, women will do. By virtue of their wisdom, logic, and ability to value peace and family, women become an important resource for peacemaking in the BRICS countries." Stanislav Koryakin, a member of the Commission on Culture and Preservation of the Spiritual Heritage of the Civic Chamber of the Russian Federation, noted: "We must preserve our identity, but at the same time understand each other, because understanding is the way to cooperation." Marina Girina, President of the Cluster of Medical, Environmental Instrumentation and Biotechnology, stated: "Equal cooperation, mutual understanding and mutual respect are the materials for creating a new world."
Gennady Kurtyan, Chairman of the Moldovan branch of the International Foundation for Moral Solidarity, made a significant contribution to the discussion of issues related to BRICS; he drew attention to the importance of national and cultural autonomies as the basis of social development, as well as Sultan Kelash, leader of the Yezidi community in Turkey emphasized the importance of preserving cultural traditions of different peoples.
The participants of the panel discussion "Dialogue and Partnership of the BRICS countries to strengthen solidarity and international cooperation" touched upon a wide range of issues: from expanding mutual trade and investment to combating climate change, from the digital economy and innovation to humanitarian and cultural programs.
Special attention was paid to youth and women's initiatives, issues of morality and spiritual values. As Gennady Kurtyan noted, "immoral understanding leads to security threats. Moral understanding becomes an instrument of soft power."
In the final resolution, the participants stressed the need to develop a Strategy for the BRICS 2030 Economic Partnership aimed at developing the digital economy, sustainable agriculture, healthcare and food security. The practice of unilateral sanctions undermining international cooperation was particularly condemned.
Concluding the discussion, the participants expressed confidence that BRICS becomes not just a political and economic association, but a space for the formation of a new multipolar world.
"The future multipolar world depends on each of us. Only together can we influence the formation of a more just world," the experts concluded.

The Power of Goodwill: The Phenomenon of Public Diplomacy was discussed at the World Assembly

One of the main events of the First World Public Assembly was the panel discussion "The Phenomenon of Public Diplomacy", which brought together representatives of different countries and cultures.
Andrei Belyaninov, Secretary General of the World Peoples Assembly, said in an interview with TASS on the eve of the WPA: "Today, public diplomacy is the whole range of intercultural, educational, scientific and humanitarian cooperation, as well as business cooperation, which is based on trust and respect. This is direct communication from person to person, from heart to heart. This is an area of international relations that cannot be banned or blocked, because it is based on living human connections and mutual goodwill."
At the panel session "The Phenomenon of Public Diplomacy", the voices of politicians, public figures and representatives of international organizations sounded in unison with the opinion of the Secretary General of the World Peoples Assembly.
Sergey Kalashnikov, a Deputy of the State Duma of the Russian Federation, recalled the multi-thousand-year history of public diplomacy, which today, in his opinion, needs a new content.
Georgy Muradov, Head of the Representative Office of the World Peoples Assembly in the Republic of Crimea, Deputy Chairman of the Council of Ministers of the Republic of Crimea, Permanent Representative of the Republic of Crimea to the President of the Russian Federation, stressed the importance of preparing leaders for the future polycentric world: “A new world is coming. It will be quite different!”

Sudhir Pal Sabharwal, Chairman of the India-Russia Foundation and President of the Center of the Russian Geographical Society in India, spoke about the rapprochement between the peoples of Russia and India, noting that true friendship is not based on formal agreements. His compatriot Javed Abid Jafferji, President of the LIONS CLUB International Charitable Foundation, entrepreneur, philanthropist, and public figure, added: "Public diplomacy begins with ordinary people. It's not written on paper."

Head of the Public Diplomacy Department of the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) Ekaterina Torubarova emphasized: "People will not stop communicating. We are witnessing the desire of the peoples to interact with each other."

Stephanus Surio Susilo, Chairman of the Indonesian-Russian Friendship Society, called public diplomacy "The best way to ensure peace and friendly relations."

General Director of the Russian Cultural and Educational Center "Pushkin House" (Republic of Korea) Kim Song Myung spoke about the role of culture and education as areas where mutual understanding is emerging. French expert Jean-Claude Guillemot agreed with him. According to him, art is becoming "an invisible but solid bridge between nations."

"Culture builds bridges, not borders," says Blaise Esinialanga from the Democratic Republic of the Congo.

Public diplomacy is the diplomacy of hearts, the power of personal communication and cultural exchange, which paves the way for a new world order. This general conclusion was unanimously made by the experts of the panel discussion "The Phenomenon of Public Diplomacy".

Musical Harmony United Participants from 150 Countries in a Single Prayer: Closing Ceremony of the First World Public Assembly

Today, on October 1, we pay tribute to the universal language that everyone understands without translation – the language of music. It is an integral part of human existence, penetrating into the very depths of the soul, filling hearts with emotions and inspiring great achievements. And on Music Day, we remember the unique closing ceremony of the World Public Assembly "New World of Conscious Unity", which took place on September 21, 2025, the International Day of Peace. The ceremony became a musical way of uniting people from 150 countries around the world, erasing borders and language barriers.

At the end of the Assembly, a solemn ceremony of awarding the First World Public Recognition Award "For Service to Humanity" was held, as well as a festive concert as a vivid result of the forum's work.

A unique musical composition presented by Italian singer Serena Menarini was a strong start: She sang the prayer "Our Father" in ancient Aramaic. The same language that Jesus Christ spoke. During the performance of the piece, the audience stood up in unison. Despite their different backgrounds and religions, the participants of the World Assembly prayed at the same time, turning to the Almighty in their thoughts. There were tears in the eyes of many.

The musical composition "Russia", which celebrated its 30th anniversary this year, became a deep tribute to the country that hosted an unprecedented international public forum. It was introduced to the audience by People's Artist of the Udmurt Republic, Honored Artist of the Russian Federation Valentina Pudova. The song "Russia" was declared the song of the year in 1995.

The concert featured the song "Ana Tilegi" by composer Tolegen Mukhamedzhanov, performed by the charming opera singer, People's Artist of the Republic of Kazakhstan, People's Artist of the Republic of Tatarstan Nurzhamal Usenbayeva. Experts call the performer "a precious diamond in the scattering of Kazakh opera singers," emphasizing her European-honed vocals. And the author of the song Tolegen Mukhamedzhanov became one of the winners of the World Public Recognition Award "For Service to Humanity".

The audience was delighted with the composition by Igor Skvortsov "Hyperborea". It was performed by the actor of the Alexander Gradsky Theater Busha Homan. "It's just the cosmic level of Hollywood soundtracks. An endless stream of vibrations and images," the audience commented on the synergy of voice and music.

The Embassy of the Republic of Indonesia presented a special gift to the World Public Assembly. They have prepared a number for the concert based on the traditional Indonesian dance from the province of East Java – "Topeng Ireng": incredible ethnic costumes, raging colors, cultural and historical traditions. The performance was presented by the traditional Indonesian dance group "Kirana Nusantara Dance".

Each of the concert performances could be called unique. For the first time, the song "Anthem to Peace" by People's Artist of the Chechen Republic Ali Dimaev was performed in 6 different languages - the official working languages of the World Public Assembly. The performance by Bushi Homan and the soloists of the RUDN Interclub made it possible to see and experience the beauty of diversity and unity at the same time.

As part of the concert, the premiere of the song "Universe" by composer Igor Skvortsov based on poems by Alexandra Ochirova took place. Alexandra Vasilyevna is a scientist, philosopher, poet, UNESCO Goodwill Ambassador, Co–Chairman of the Supreme Advisory Council of the World Peoples Assembly and the main ideologist of the World Public Assembly. Her poems sounded like a celebration of humanity and humanism. The musical composition was performed by singer Yulia Podolyak.

The culmination of the festive closing ceremony was a joint performance by the dance groups of the RUDN Interclub from around the world: the Oriental dance ensemble, the Madagascar vocal ensemble, the Haakil el Sadaka Arab group, the Lotus Vietnamese group, the Latin American dance group, the Rhythms of Friendship international dance ensemble, and the Caucasian Dance Studio collective. 120 people performed on stage at the same time! A single burst of rhythms, movements of the body and soul of representatives of different nationalities left an unforgettable mark in the hearts of the concert audience.

And, of course, the landmark finale of the musical performance on the International Day of Peace was the "Festive Chime" of bells. A nine-year-old Luka Kurilov, a young musician and bell ringer of the Church of the Intercession of the Most Holy Theotokos on Gorodnya, performed this piece on stage. The audience and participants of the ceremony joined in the chime: each of them held a bell in his hands, affirming the wish of a peaceful sky above his head for all mankind.

The concert was directed and produced by composer and public figure Igor Skvortsov. The event was hosted by presenter Theophile Gioku - Cameroonian and State Secretary of the World Peoples Assembly, journalist and TV presenter Alena Dolgopolova.

The entire course of the World Public Assembly has become beautiful music composed of thousands of different notes, motifs and melodies - from classical symphonies to folk tunes, from jazz improvisations to modern rhythms. Each of them is a spark that ignites kindness, compassion and love in us. May International Music Day become another symbol of uniting millions of people on our planet, erasing borders and language barriers, proclaiming love and unity among the peoples of the world.
