If your cruise stops in Cozumel, Costa Maya, or Progreso, here’s the simplest way to understand Mexico’s v**e rules.
Both of these things can be true at the same time:
✅ Personal possession inside Mexico may be allowed
Once you’re already in the country, simply having a v**e for personal use is generally tolerated and not the main target of enforcement.
⚠️ Entering Mexico is the issue
Mexico bans the importation and sale of v**es and e-cigarettes.
Importation means bringing it into the country — even one device for personal use.
