Workshop on bulding Mong Cai into a modern international border city

On Mar. 31, at Majestic-VRG hotel (in Mong Cai city), in collaboration with the Development Strategy Institute (under the Ministry of Planning and Investment), Mong Cai City People’s Committee organized a workshop to build development strategy and propose policies and measures to develop Mong Cai into a modern international border city.
The workshop was attended by representatives of ministries, the central departments, leaders of institutes, leading economic experts, managers and researchers. From Quang Ninh province, there was participation of Vice-chairman of QNPPC Nguyen Van Thanh and representative leaders of the provincial departments and sectors.
Speaking at the workshop, Vice-Chairman Thanh emphasized that to be developed in a rapid and sustainable way, the city needs to research and propose the model of development, particular policies and mechanisms to create breakthroughs for Mong Cai city.
Also at the workshop, participants made arguments confirming that among the international boder cities, Mong Cai is the most important one with various particular potentials. However, the city is currently short of many factors that can create development breakthroughs, particularly in the fields of infrastructure, management institutions, policies, and mechanisms.
Referring to development orientation of Mong Cai, some participants suggested that it should orient to build a special economic zones (SEZs) which can highly compete with other SEZs in the nationwide and in the region.
Regarding solutions, many of attendants agreed that in the trend of integration and vigorous development of the world economy, building Mong Cai into a modern international border gate city connecting to other cities and countries is one of the basic measures to enhance competitiveness of Mong Cai city.
Delegates also proposed specific mechanisms and policies including incentive investment, capital mobilization, land and resource use, tax and finance incentives, particularly mechanism to attract talents and hi-qualified human resource. Notably, Prof. Pham Sy Liem (Construction Association of Vietnam) sugessted that 70% of the total revenue of Mong Cai city should be retained for investment in infrastructure, especially in highway construction.
