আগামী ১৭ সেপ্টেম্বর থেকে মালয়েশিয়ার নিয়োগকর্তারা সরকারের কাছ থেকে কোটা অনুমোদন (Quota Approval) পেতে শুরু করবে।
এর মানে হলো—কোনো কোম্পানি সরকারের কাছে যত সংখ্যক কর্মীর কোটা চেয়েছে, সরকার তা যাচাই-বাছাই করে কোম্পানির প্রয়োজন অনুযায়ী অনুমোদন প্রদান করবে।

তবে মনে রাখতে হবে, বাংলাদেশি কর্মীদের জন্য কোটা থাকলেও যদি বাংলাদেশ ও মালয়েশিয়ার মধ্যে “সেন্ডিকেট” চুক্তি চূড়ান্ত না হয়, তাহলে সে কোটা ব্যবহার করে বাংলাদেশ থেকে কর্মী নেওয়া সম্ভব হবে না।

👉 তাই বাংলাদেশ সরকারের প্রতি আহ্বান—অতিদ্রুত সেন্ডিকেট চুক্তি সম্পন্ন করে বাংলাদেশি কর্মীদের জন্য সুযোগ তৈরি করা।

মালয়েশিয়া সরকার বিদেশি কর্মী নিয়োগে কলিং ভিসা পুনরায় চালু করেছে। তবে এবার কোনো প্রকার দালাল বা অনুমোদনহীন কোম্পানির মাধ্যমে ভিসা পাওয়া সম্ভব নয়। শুধুমাত্র মালয়েশিয়া সরকারের অনুমোদিত অফিসিয়াল এজেন্সির মাধ্যমেই কলিং ভিসা ইস্যু করা হবে।

বিশেষভাবে উল্লেখযোগ্য বিষয় হলো, নির্মাণ খাতের (কনস্ট্রাকশন সেক্টর) ভিসা শুধুমাত্র সরকারি প্রকল্পের জন্য বরাদ্দ থাকবে। ব্যক্তিগত বা বেসরকারি নির্মাণ প্রতিষ্ঠানের জন্য ভিসা আর অনুমোদিত হবে না।

প্রায় দুই বছর পর আজ (মঙ্গলবার) মালয়েশিয়ার স্বরাষ্ট্র মন্ত্রণালয় ও মানবসম্পদ মন্ত্রণালয়ের যৌথ কমিটির বৈঠকে এই সিদ্ধান্ত গৃহীত হয়। বৈঠক শেষে স্বরাষ্ট্রমন্ত্রী সাইফুদ্দিন নাসিউশন ইসমাইল জানান, কৃষি, বাগান, খনি খাতসহ মোট ১৩টি উপখাতে বিদেশি শ্রমিক নিয়োগের আবেদন গ্রহণ করা হবে।

এছাড়া সার্ভিস সেক্টরের হোলসেল ও রিটেল, ল্যান্ড ওয়্যারহাউস, সিকিউরিটি গার্ড, মেটাল ও স্ক্র্যাপ ম্যাটেরিয়ালস, রেস্তোরাঁ, লন্ড্রি, কার্গো এবং বিল্ডিং ক্লিনিং খাতে শ্রমিক নেওয়ার সুযোগ থাকবে।

মন্ত্রী আরও বলেন, উৎপাদন খাতে (ম্যানুফ্যাকচারিং সেক্টর) অগ্রাধিকার দেওয়া হবে মালয়েশিয়ান ইনভেস্টমেন্ট ডেভেলপমেন্ট অথরিটি (MIDA) কর্তৃক অনুমোদিত নতুন বিনিয়োগ প্রকল্পগুলোকে।

তবে এবারের নিয়োগ প্রক্রিয়া পুরোপুরি খাতভিত্তিক অফিসিয়াল এজেন্সির মাধ্যমে পরিচালিত হবে। আগের মতো কোনো ব্যক্তিগত এজেন্ট বা সরাসরি নিয়োগকর্তা স্বাধীনভাবে আবেদন করতে পারবে না। সব আবেদন যাচাই-বাছাই শেষে অনুমোদন দেবে ফরেন ওয়ার্কার্স টেকনিকাল কমিটি এবং পরবর্তীতে যৌথ কমিটি।

মালয়েশিয়ার প্রধানমন্ত্রী দাতো’ সেরি আনোয়ার ইব্রাহিমের আনুষ্ঠানিক আমন্ত্রণে প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূস মালয়েশিয়া সফরে যাচ্ছেন। সফরের অংশ হিসেবে আগামী মঙ্গলবার (১২ আগস্ট) কুয়ালালামপুরে তাঁদের মধ্যে একটি গুরুত্বপূর্ণ দ্বিপক্ষীয় বৈঠক অনুষ্ঠিত হবে।

বৈঠকে দুই দেশের পারস্পরিক সম্পর্ক জোরদার, বাণিজ্য ও বিনিয়োগের সম্ভাবনা, শিক্ষা ও প্রযুক্তি বিনিময়সহ বিভিন্ন বিষয়ে আলোচনা হওয়ার পাশাপাশি রোহিঙ্গা সংকট একটি অগ্রাধিকার ইস্যু হিসেবে স্থান পাবে। ড. ইউনূস রোহিঙ্গাদের স্বেচ্ছামূলক ও নিরাপদ প্রত্যাবাসন নিশ্চিত করতে মালয়েশিয়া এবং আসিয়ানভুক্ত দেশগুলোকে আরও সক্রিয় ও কার্যকর ভূমিকা পালনের আহ্বান জানাবেন। এছাড়া, মানবিক সহায়তা বৃদ্ধি ও আঞ্চলিক সহযোগিতা জোরদারের মাধ্যমে সংকট সমাধানে নতুন উদ্যোগের পথ খোঁজার বিষয়েও মতবিনিময় হবে।
