However, open-ended state exemptions allow the executive to bypass privacy rules under an undefined "public interest."

Statutory rights can be qualified by statute. Without an autonomous constitutional right to privacy anchored in Article 32 (Right to Life) and Article 11 (Human Dignity), citizen data remains exposed. The judiciary must intervene to supply the missing constitutional floor.
