A multi-part exclusive by CTV News' investigative unit, W5, has exposed a massive insider corruption ring operating inside Canadian airports. The investigation found that at least 17 innocent passengers on flights originating in Canada were arrested and detained on serious drug smuggling allegations over the past year—all because corrupt baggage and ramp handlers secretly swapped their luggage tags onto identical suitcases packed with narcotics.

The mechanics of the operation are frighteningly simple: corrupt handlers identify camera blind spots in restricted luggage areas, tear the legitimate tags off an unsuspecting passenger's bag, and slap them onto a suitcase loaded with drugs. If the drugs are intercepted at the destination, the innocent traveller whose name is printed on the tag faces the legal fallout. Many victims have been pulled off planes, handcuffed, and thrown into foreign jails—some in countries where drug trafficking carries the death penalty.

Over the last year, the RCMP has arrested six baggage and ramp workers at Toronto Pearson International Airport in connection with the scheme, including a recent high-profile bust of an Air Canada baggage room employee. However, law enforcement and journalists warn this may just be the tip of the iceberg, as there is currently no way of knowing how many travellers have successfully had their names used to move contraband without ever getting caught.
