The Government of Canada plans to suspend immigration documents for residents of countries identified as having a high or very high risk of an Ebola outbreak for a period of 90 days, beginning at 11:59 p.m. EDT on May 27.

Currently, this measure applies to the Democratic Republic of the Congo, Uganda, and South Sudan.

As a result, individuals holding previously approved temporary resident visas, electronic travel authorizations (eTAs), or permanent resident visas will not be permitted to travel to Canada while their documents are suspended. During this period, the government also intends to temporarily halt processing decisions on new applications for these documents from residents of the affected countries.

Officials indicate that higher-earning workers may be given priority for permanent residence through Express Entry earlier than anticipated.

Higher-income workers could gain faster access to permanent residence under proposed changes to Canada’s Express Entry system, which is used to select skilled immigrants. While the full set of reforms is expected within 12 to 18 months, a new High-Wage Occupation factor may be introduced earlier, according to a recent report.

Additional details from an April 21 IRCC webinar indicate that candidates already in the Express Entry pool will have their Comprehensive Ranking System (CRS) scores recalculated once changes take effect. Points for studying in Canada may still apply but could be limited to higher education levels.

Other planned updates include tiered trade points, with greater weight for full licensure, and restricting Certificate of Qualification points to Red Seal trades. Age-based CRS points will remain unchanged. Candidates invited before the changes will be assessed under existing rules, and Federal Skilled Worker applicants with only foreign experience will still be eligible.

We'll let you know once we hear more about the details of these changes.

Immigration Minister Lena Diab says major Canadian cities will be excluded from the new TR-to-PR pathway.

Temporary workers in Toronto, Vancouver, and Montreal will not qualify for Canada’s new TR-to-PR pathway. Immigration Minister Lena Diab confirmed the program excludes all Census Metropolitan Areas (CMAs), which include major cities like Calgary, Edmonton, and Ottawa.

The pathway will grant permanent residence to 33,000 temporary workers in 2026–2027, focusing on those in rural communities. More eligibility details are expected soon. CMAs, defined by Statistics Canada, are urban regions with populations over 100,000 and represent about 84% of Canadians.

This policy aligns with efforts to direct immigration outside large cities. Since April 2026, rural employers can hire more temporary foreign workers under eased rules through the Temporary Foreign Worker Program, with measures in place until March 2027.

A recent report noted that Immigration, Refugees and Citizenship Canada (IRCC) issued 4,000 Invitations to Apply (ITAs) in an April 15, 2026 Express Entry draw targeting candidates with French-language proficiency, requiring a minimum Comprehensive Ranking System (CRS) score of 419 and profiles submitted before November 14, 2025. This marks the fourth French-language draw of 2026 and reflects a continued decline in invitations compared to earlier rounds. Overall, 2026 draws have focused heavily on candidates already in Canada, particularly through the Canadian Experience Class and Provincial Nominee Program. So far this year, IRCC has issued 65,154 ITAs, with the majority going to Canadian Experience Class candidates (32,250), followed by French-language candidates (22,000). Other targeted categories include healthcare, trades, and specialized occupations.
