Manitoba opens Business Investor Stream

Manitoba's renewed Business Investor Stream has opened to new expressions of interest.

The Manitoba Provincial Nominee Program (MPNP) announced the stream's opening on May 18.

The Business Investor Stream (BIS) allows Manitoba to recruit and nominate qualified business investors and entrepreneurs who have the intent and ability to start or purchase a business in Manitoba.

Manitoba's previous business stream, the MPNP-B, was replaced by the BIS as part of a broader renewal and restructuring of Manitoba's immigrant nominee program.

The revamped BIS has two pathways for interested foreign investors: The Entrepreneur Pathway and The Farm Investor Pathway.

The Entrepreneur Pathway allows Manitoba to recruit and nominate qualified business professionals from overseas who have the intention and financial capacity to move to the province and establish or purchase a business, or create a partnership with an existing business in Manitoba.

The Farm Investor Pathway replaces the old Farm Strategic Recruitment Initiative and allows foreign investors with farm business experience and sufficient capital to establish and operate a farm in the province.

Both pathways are linked to Manitoba's Expression of Interest (EOI) and require applicants to first create an online profile with the MPNP.

The profiles of eligible candidates are placed in the BIS EOI pool with other eligible candidates, and are assigned a score based on answers provided. Candidates are ranked according to their point total under the unique BIS Adaptability Assessment Matrix.

The highest-scoring candidates are invited to apply to the BIS in the form of a Letter of Advice to Apply (LAA). After receiving a LAA, candidates will have only 60 days to submit a complete application to the Government of Manitoba.

IRCC draws more candidates at lowest CRS score of 2018

The Government of Canada has issued 3,500 new Invitations to Apply for Canadian permanent residence to candidates in the Express Entry pool on May 9. The minimum Comprehensive Ranking System score for the latest draw was 441.

Immigration, Refugees and Citizenship Canada (IRCC) implemented the 'tie-break' procedure for the latest draw to select candidates from the pool who submitted their profile on or after December 12, 2017 at 01:51:38 UTC. By implementing the tie-break rule, candidates who have been in the pool longer are prioritized.

This means that all candidates in the pool with a Comprehensive Ranking System (CRS) score above 441, as well as those candidates with scores of 441 who submitted their profile before that time, received an Invitation to Apply (ITA) in the May 9 draw.

Furthermore, the latest draw was not limited to any one specific program managed under the Express Entry system.

In order to enter the federal Express Entry pool, individuals need to first meet the eligibility criteria for one of the three immigration programs managed through the Express Entry system: the Federal Skilled Worker (FSWC), Federal Skilled Trades Class (FSTC) or Canadian Experience Class (CEC).

Once in the pool, candidates are assigned a CRS score based on factors, such as education, work experience, language ability, and other criteria. A candidates's CRS score determines a his or her ranking in the pool. Candidates who are issued an ITA need to submit an application for Canadian permanent residence to Immigration, Refugees and Citizenship Canada within the 90 days of receiving an ITA.

British Columbia issues 29 invitations through Tech Pilot

The province of British Columbia has issued 29 new invitations to apply for a provincial nomination through its Tech Pilot in a draw that was held April 25.

The invitations were issued to qualified British Columbia Provincial Nominee Program (BC PNP) registrants who had a job offer in one of its Tech Pilot program's 32 key technology occupations.

Created in 2017, the Tech Pilot program works with employers in British Columbia's burgeoning technology sector to attract and hire foreign workers in order to meet labour supply shortfalls.

Candidates invited under the Express Entry BC: Skilled Worker and Express Entry BC: International Graduate and whose application for provincial nomination is approved by British Columbia receive 600 additional points under the Comprehensive Ranking System (CRS) and leaves them well positioned to receive an Invitation to Apply (ITA) in a later federal Express Entry draw.

Invitations in this draw were also issued to candidates in the Skills Immigration Skilled Worker and International Graduate categories will have their applications for permanent residence processed outside the Express Entry system after they receive a nomination from BC.

For individuals interested in immigrating to Canada through the BC PNP, it is important to begin the process by creating an online profile with the BC PNP and complete all sections of the registration form. Once a profile assessed, applicants receive a score based on civil status, education, work experience, and other factors. They are then entered into BC PNP selection pool.

BC PNP candidates must have an indeterminate, full-time job offer from an employer in the province to become eligible for the majority of Canadian immigration categories managed by the BC PNP.

It is important to note that an invitation to apply to the BC PNP is not the same as a federal government Invitation to Apply or ITA.

IRCC warns of scam targeting international students

Canada's Immigration Ministry is warning of a scam targeting international students in Ottawa and London, Ontario.

Immigration, Refugees and Citizenship Canada (IRCC) says a number of students in these and other Canadian cities have reported receiving calls from an individual who says they are an IRCC officer and tells the students they are the subject of an immigration investigation, or have been charged with a crime in their home country. The students are then ordered to provide personal financial information or send prepaid credit and gift cards, money wires or e-transfers in order to avoid deportation.

"These phone calls are a scam," IRCC says in a news release issued April 24. "It is important not to respond to the caller or transfer any money to them."

IRCC said the calls appear to come from local numbers, but it is believed they originate outside Canada.

"While this scam has emerged most recently in Ottawa and London, international students across Canada should be aware of these types of phone calls," IRCC says.

IRCC says it will never contact an individual in person, online, or by telephone to collect fees or fines and say it's to avoid deportation or other consequences.

Ontario issues 13 Invitations to Apply through its Entrepreneur Stream

The province of Ontario has issued 13 invitations to apply under its Entrepreneur Stream.

The minimum score for this draw was 132.

The Ontario Immigrant Nominee Program's Entrepreneur Stream operates on an 'Expression of Interest' (EOI) model, whereby eligible participants must first declare their interest in the program. The EOI model functions on a self-declared points-based system and participants are invited to apply based on their score.

Successful applicants obtain a temporary work permit support letter — based on a performance agreement — to establish the business in Ontario. If the investment and job creation agreements outlined in the performance agreement are adhered to, entrepreneurs may then be nominated by the Ontario Immigrant Nominee Program (OINP) for Canadian permanent residence.

Along with news of the latest invitations, Ontario also issued a notice that EOIs that were one year or older have now been removed from the EOI selection pool.

"As per our guidelines, registrants with EOIs that have been removed are welcome to resubmit an EOI to the selection pool," the notice says.

BC Provincial Nominee Program continues to issue invitations to workers, graduates and entrepreneurs

In its latest provincial draw, which took place on March 21, the British Columbia Provincial Nominee Program (BC PNP) issued 146 new invitations to apply for a provincial nomination to skilled workers, graduates, and entrepreneurs interested in permanent settlement in the province.

For the latest invitation round, the BC PNP issued invitations to candidates through its Skills Immigration, Express Entry and Entrepreneur categories.
