🇨🇦 Ontario’s changes to the Ontario Student Assistance Program (OSAP) could have a significant impact on immigrant and refugee students, with advocates and students warning that the program overhaul may create additional financial barriers for newcomers, as reported by The Globe and Mail.

Starting this fall, the maximum proportion of OSAP aid available as grants will be capped at 25%, down from 85%. As a result, many students are expected to rely more heavily on repayable loans to fund their education.

Some advocates say the changes could create additional barriers for newcomers, refugees, and low-income students who are already facing financial challenges while trying to build their lives in Canada.

🇨🇦 Quebec has expanded a temporary policy that allows eligible spouses and common-law partners of certain foreign workers to apply for an Open Work Permit while waiting for permanent residence.

If the principal applicant has applied through Quebec’s Skilled Worker Selection Program and the spouse is included in that application, they may now be eligible to work in Canada during the PR process.

The measure is available until the end of 2026.

🇨🇦 Canada’s economy may have looked stronger than it really was during the peak of post-pandemic immigration growth.

According to a new opinion piece in The Globe and Mail, Canada’s GDP increased between 2022 and 2024, but population growth outpaced economic growth. While the overall economy expanded, GDP per person declined, meaning the average Canadian's share of economic output got smaller.

The article notes that record immigration levels helped grow the economy by adding workers and consumers, while business investment did not keep pace. As a result, productivity weakened and GDP per capita fell.

Now, as immigration levels have been reduced and population growth has slowed, Canada's headline GDP figures appear weaker. However, GDP per person has started to improve, suggesting the economy may be performing better than the top-line numbers indicate.

"The pie got bigger. The slices got smaller."

The opinion concludes that economic growth should be measured not only by the size of the economy, but also by how much prosperity is created for each person.

🇨🇦 Applications are now open for the second intake of Saskatchewan’s Young Entrepreneur Bursary program.

The program will provide up to 57 bursaries worth $5,000 each to eligible young entrepreneurs across Saskatchewan in 2026. Applicants must be between 18 and 35 years old and have operated their business for less than 10 years.

In addition to financial support, successful applicants will also receive mentorship and networking opportunities to help grow their businesses.

📅 Applications close on July 17, 2026.

The Government of Saskatchewan says the program is designed to support young business owners, encourage entrepreneurship, and strengthen local communities across the province.

🇨🇦 Prime Minister Mark Carney has unveiled AI for All, Canada’s new national artificial intelligence strategy aimed at boosting economic growth, creating jobs, and strengthening the country’s AI sovereignty.

The federal government says the plan targets an additional $200 billion in economic growth and 250,000 new AI-related jobs over the next five years, while increasing AI adoption across Canada from just over 12% today to 60% by 2034.

The strategy includes a National AI Literacy Initiative, AI training for students and workers, support for businesses adopting AI, investments in Canadian AI infrastructure, and the development of a world-leading public AI supercomputer.

The government also plans to introduce new safeguards around privacy, transparency, online safety, deepfakes, and AI accountability, while expanding the role of the Canadian AI Safety Institute.

Officials say the goal is to ensure AI helps create opportunities for Canadians, supports economic growth, and keeps critical technology and data under Canadian control.
