I’ve received many questions about previous post Preprinted Ballots, predominantly the following “If the ballot is preprinted why does a commission need to print their own ballot at a later date, please explain.”
We preprint ballot sheets not final ballots, sheets are produced in such a way printing of the candidates is done locally by EMB just prior to the election, on blank space specifically for printing of candidates, political party, and checkbox on a desk top printer at commission headquarters.
Preprinting sheets begins when a commission provides custom size of the final ballot to be used on polling day. Note there are some limitations to the maximum size of the final ballot, pending local printer capacity. Sheets are first produced on bulk custom paper mill rolls. Paper is custom-made and can take 8 weeks to produce approx. 2-4m sheets. Security features are incorporated into the paper and roll are then delivered to our printing facilities.
Paper rolls are set up for customized preprinting of static impressions, such as full cover sheet micro printing and any text. The first printing is roll-to-roll after which sheets/rolls are then returned through the press to apply the variable printing, sequential numbering of each ballot. Clients want guaranties of no repeat numbers, 1M ordered means only 1m will be delivered, no less not more!
Printing done along with perforations rolls are now run through a device where paper is cut into large sheets, i.e. 2 or 4 sheets each, and then sent to a guillotine for precise shearing, i.e. an A4-A3 or custom final ballot size. See picture.
Perforations consist of one along the left edge, full vertical length of the sheet. Across the top of the sheet a perforation runs from the vertical perforation on the left to the right-hand side of the sheet approx. 4cm height. This is the receipt. Printing completed sheets are now wrapped, i.e., reams of 500 or 1,000 sheets packaged into cartons with content labels for identification by ballot sheet numbers enclosed in each carton, then palletized wrapped in plastic and ready for loading into sea in containers 20’ or 40’ pending order.
Ready for shipping ballot sheets “DO NOT” require shipment by air, no panic or urgency to meet a fast-approaching polling date! Sea transit is about +-30-45 days to any destination worldwide and when received they are stored in a secure warehouse.
A Commission can now open their ballot sheets, run them through their local printer with no risk of errors avoiding any outside expensive reprints. Sheets are now “Ballot Papers”! stacked in bundles of 50-100 and stapled on the left side to form a booklet. On polling day ballot is torn out and top portion removed ballot handed to the voter. The booklet stub remains with numbers, and the receipt also with same number is kept as back up. The ballot has no number linking it to receipt or stub. Into the ballot box it goes.
