🍔Hesburger
If you are not too picky and do not mind fast food, Hesburger can be a solid budget option. Their app, available in the Play Store, gives you access to around 20 coupons after you create an account and fill in the required information. The coupons change every two weeks, so the offers stay fresh. If you get lucky, you might find your favourite burger meal at a very nice price, sometimes around 5 euros. That said, opinions on the food quality are mixed. The price is attractive, but it is still fast food, so the overall experience feels average.

🍩Pontšik
This small doughnut shop in Tallinn city centre at Narva mnt 2 has been open for the past 19 years. It is a great place to enjoy a handmade doughnut without spending much money.
At the moment, you can get 5 simple doughnuts starting from 3.75 euros. They also sell doughnuts with different coatings, which cost a little more, but the total is still very affordable.
Most reviews have been positive. Some people have mentioned unfriendly service, but I personally have never had that experience.
The score could have been higher, but the selection is quite limited, so it is mainly a good fit for people who really love doughnuts.

🏢Selver and Coop kitchens
These grocery stores have their own kitchens that make ready to eat meals. You can take the food with you in thermal bags, and fork packs are usually available nearby. These often include a knife and a tissue as well. You can usually find different salads, meat dishes, and other simple meals there. The only downside is that these options are really meant for takeaway. Still, this is an underrated choice if you want to avoid fast food but still find something affordable that feels a bit more homemade.

🤝ResQ Club
ResQ Club is an app that helps businesses reduce food waste. After downloading it, you can see different deals available around Tallinn, often from cancelled orders or extra food that would otherwise go to waste. It is a great way to find a cheaper meal, although, just like with Hesburger coupons, you need a little luck to spot something that suits your taste and location. It is not only useful for saving money, but also supports a genuinely good idea with an even better purpose.

Balti Jaama Turg
This is a market located near Balti Jaam. It has a lively food area with a wide variety of options for different tastes.
Prices vary depending on the place, but I personally spent a few school lunch breaks there hiding from the fish soup day while enjoying a large wrap with plenty of sauce, and it was a very satisfying meal. The whole area has a fun and interesting atmosphere. It is a great place to sit for half an hour, enjoy your food, and then continue your walk toward Kalamaja or the Old Town.
