UK SERMI : What We Know So Far - Top 12 Questions and answers.

Based on official SERMI documentation (https://www.vehiclesermi.eu/) and industry sources (January 2026), here's what UK garages need to know:

Q1: What is UK SERMI?

A1: In a nutshell it is a scheme for garages to register for security access, to be able to program keys or code in new control units. Rather than apply to several vehicle manufacturers , the scheme is supposed to be a central registration point. The majority of vehicle manufacturers have not committed to UK SERMI. THE UK Government has also not committed to UK SERMI either.

Q2: What do I get for my money with UK SERMI?

A2: A security registration for a small number of vehicle manufacturers. You will still need to buy a factory scan tool. You will still need to buy access tickets (hour, day, week) to the vehicle manufacturers portal. You will still need training and support in using dealer tools and portals. You will still need to buy security accreditation for the majority of vehicle manufacturers.

Q3: Is SERMI mandated or legislated for in the UK?

A3: No. SERMI in the UK = VOLUNTARY, Not Mandatory. In the EU/Northern Ireland: SERMI is mandatory under EU Regulation 2018/858. Great Britain (England, Scotland, Wales): UK SERMI is VOLUNTARY for manufacturers. Many have chosen not to join.

Q4: Is the UK government going to mandate SERMI?

A4: No. According to LKQ UK & Ireland CEO Kevan Wooden (Dec 2025), Minister for Future of Roads Lilian Greenwood confirmed the UK government 'doesn't currently intend to mandate SERMI in Great Britain. It expects manufacturers to comply with existing legal requirements to provide RMI access. This means manufacturers must provide access through some method, but not necessarily via SERMI.

Q5: As a garage should I act now?

A5: There is no need to act now, despite the 'act now' sales tactics being seen in the market. It will never be too late to join UK SERMI, but it may well be too early to join, particularly when a scheme administrator seeking to tie your garage up to a 5 year contract. It is likely that there will be a choice of several different scheme administrators (as with other countries - see list here https://www.vehiclesermi.eu/req.html ). France has a choice of 3, Italy has a choice of 7, Germany has a choice of 4, Spain has 7.

Q6: If I am mostly servicing and repairing vehicle, rather than coding keys or programming new units, do I need UK SERMI?

A6: No. Service and repair functions are covered by aftermarket scan tool manufacturers (such as Bosch and their SDA). There is no requirement for UK SERMI in this type of use case.

Q7: Will there be more than one scheme administrator?

A7: Yes. The RMI (Independent Garage Association) are the first to be appointed as a scheme administrator (known as a CAB), but there will be several others. It is highly likely, as in the EU countries, that there will be a choice of several different scheme administrators (as with other countries - see list here https://www.vehiclesermi.eu/req.html ). France has a choice of 3, Italy has a choice of 7, Germany has a choice of 4, Spain has 7.

Q8: Can UK garages access EU-brand vehicles without SERMI?

A8: Yes. Currently security access is mostly free. It is suggested that some vehicle manufacturers are considering SERMI as a route for UK security access during 2026. These are likely to include Ford, Jaguar, Land Rover, Nissan and Toyota. For every other manufacturer, you will still need your existing direct security accreditation (if doing key programming or ECU replacement). It is also unclear, for garages who currently have access directly with Ford, Jaguar, Land Rover, Nissan and Toyota if they will maintain their current access or if they will have to re-apply via UK SERMI.

Q9: Can my garage be ejected from the SERMI scheme, if so, what is the appeals process?

A9: Yes. One strike by one vehicle manufacturer means that you lose all access to all other manufacturers that are part of UK SERMI. You can be ejected from the scheme for the following reasons: An on-site inspection fail (paperwork or process transgression). An upheld complaint by a vehicle manufacturer. An upheld police complaint. Another garage complaint upheld. A remote diag service provider complaint upheld. A complaint by a car owner upheld.

Q10: If I am ejected from the scheme, how long can it take to appeal, bearing in mind I will not be able to perform security related services for all SERMI supporting manufacturers?

A10: There are NO TIMELINES specified for how long an investigation takes, or when decision must be made regarding upholding or quashing the complaint, or how long you're suspended for whilst the investigation takes place.

Q11: If I am investigated by UK SERMI, is the investigator a qualified motor industry vehicle technician or have vehicle technical expertise?

A11: No, they are likely to be a general purpose administrator and they are unlikely to have in-depth knowledge or understanding of the complexities of vehicle security, key programming or ECU programming processes.

Q12: If ejected, can I reapply to SERMI?

A12: The SERMI scheme states that CABs must check "whether the approval of the IO/RSS has been revoked for reasons of misuse". This indicates that previous revocation becomes a criterion against future approvals. No documented pathway to reapply after revocation. No timeline for how long revocation lasts. No rehabilitation process exists. In other words: Get revoked once, and there's no clear route back in to UK SERMI.

General Advice for UK Garages:

DON'T Rush to Join UK SERMI Because:

It's voluntary - most manufacturers do not require it.
The government have chosen not to mandate UK SERMI.
Mid 2026 is launch - very patchy vehicle manufacturer commitment.
Existing security accreditation methods still work.
£1,800+ cost - significant investment without clarity.
No defined appeals process in case of security issue.

Recommended Action:

WAIT for clarity on:

Which specific manufacturers will require UK SERMI.
What enforcement timeline looks like.
What appeals timeline looks like.

Please seek clarification on these points with your UK SERMI scheme operator.

Please don't commit yourself or your garage without being in possession of all of the facts.
