Understanding the Foreign Tourist Levy in Bali: A Narrative of Policy, Preservation, and Partnership

The introduction of the Foreign Tourist Levy (IDR 150,000 per person) by the Bali Provincial Government on February 14, 2024, represents a significant and deliberate policy intervention in the governance of one of the world’s most iconic cultural tourism destinations. Far more than a simple fiscal instrument, this levy is a formalized, regulatory response to the complex challenges of sustainable destination management. Its implementation offers a concrete case study for examining the intersection of policy, cultural preservation, and tourism economics within the framework of "Balinese Wisdom for Global Futures."

Legally grounded in national and regional statutes specifically Law Number 15 of 2023 and Bali Province Regional Regulation Number 6 of 2023. The levy is framed not as a general tourism tax, but as a targeted contribution for a defined mission: "the Protection of Balinese Culture and Natural Environment." This explicit linkage between revenue generation and a conservation mandate is critical. It transforms the levy from an administrative fee into a dedicated investment mechanism, aiming to internalize some of the costs associated with the socio-ecological impacts of tourism.

The largest proportion of visitors falls within the 45–54 age group (25.4%), indicating that middle-aged users—likely comprising policymakers, senior practitioners, academics, and experienced tourism stakeholders—form the core audience of the platform. This is followed closely by the 35–44 age group (23.7%) and 25–34 age group (21.8%), reflecting substantial interest from early- to mid-career professionals who are actively involved in tourism governance, advocacy, research, and industry discourse.
