BALI – The Bali Regional House of Representatives (DPRD Bali) has issued a stern warning following a surprise inspection of several villas and restaurants perched on the cliffs of Bingin Beach, Pecatu, South Kuta, Badung. The inspection, conducted by Commission I on Tuesday (May 6, 2025), uncovered numerous buildings suspected to have been constructed without permits and occupying state-owned land.
“We discovered that many villas and restaurants are standing on state land without any permits,” said Commission I Chairperson I Nyoman Budiutama when contacted on Wednesday (May 7, 2025).
In addition to the permit violations, some buildings were found to be dangerously close to cliff edges. Budiutama noted that workers were still actively constructing several of these questionable developments during the visit.
DPRD Bali now plans to identify and document the owners of these structures, aiming to determine whether foreign nationals are involved in property ownership.
“We will collect the data first and give them a 10-day deadline,” Budiutama stated.
“If these are major violations, we will take firm action, including demolishing the unlicensed villas,” he emphasized.
Budiutama, a politician from the Indonesian Democratic Party of Struggle (PDI-P) and native of Bangli, believes most of the buildings in the area lack legal permits. This, he said, may lead to significant regional losses due to unpaid hotel and restaurant taxes.
While he could not yet estimate the financial damage caused by these violations, Budiutama suspects that such practices have been ongoing for some time, possibly with tacit approval or neglect by authorities.
“We will summon the executive branch and villa owners for a hearing. That’s why we didn’t make any immediate decisions—our data is still incomplete,” he concluded.
