Indian Railways flexi fare revised- These premium trains will become cheaper

A committee constituted by Ministry of Railways reviewed Flexi fares in Rajdhani, Shatabdi and Duronto trains and based on the recommendations Flexi fares were rationalised last week. The changes in the scheme have been implemented for journey commencing on March 15, 2019, and onwards.

The Railway ministry statement stated, "Based on the
feedback from different quarters, a committee was constituted to review the flexi fare scheme and based on certain recommendations of the committee, Flexi fare scheme in Rajdhani, Shatabdi & Duronto Trains has been rationalized".

It may be noted that the flexi fare scheme was introduced in Rajdhani, Shatabdi and Duronto trains from September 9, 2016. Under this scheme, the fare increases by 10% with every 10% of berths sold, subject to maximum limit of 1.5 times in classes Second AC, Sleeper, Second Sitting (reserved), AC Chair Car and 1.4 times in 3rd AC class.

The flexi fares have been rationalized as follows:

1. Flexi fare scheme has been discontinued from 15 trains, with average monthly occupancy of less than 50%, for full year and from 32 trains, with average monthly occupancy between 50 to 75%, during pre-defined lean period of 3 months (February, March & August).

2. The maximum cap of flexi fare scheme has been reduced to 1.4 times in all flexi fare applicable classes.

3. A graded discount has also been introduced in flexi fare trains and Humsafar trains, where class-wise occupancy is less than 60%, four days prior to scheduled departure of the train.

Indian Railway Catering and Tourism Corporation -IRCTC has rolled out online ticket booking and cancellation facility on it's official website- irctc.co.in.

While at the time of ticket booking,
if all the confirmed berths are sold out, the passenger might be placed on a RAC (Reservation Against Cancellation) list. IRCTC's website explains it as RAC ticket is technically a train ticket with confirmed seat but wait listed berth. It ensures certainty of travel but does not guarantee a berth. A berth is split into two seats for 2 RAC ticket holders.

5 rules of RAC tickets booking and cancellation:

1. A confirmed berth is allocated to the person who reserves an RAC ticket if passengers who already have a confirmed ticket cancels his/her ticket or do not turn up before the train departure.

2. In case of a last minute cancellation or upgradation of a confirmed ticket of another passenger, an RAC ticket holder is given the empty berth.

3. A passenger can cancel RAC online ticket up to 30 minutes before the scheduled departure of the train. No refund is permissible after that, said IRCTC.

4. In case of online RAC ticket, if the reservation charts have been prepared, online TDR (Ticket Deposit Receipt) is required to be filed for obtaining Refund.

5. In case, on a party e-ticket or a family e-ticket issued for travel of more than one passenger, some passengers have confirmed reservation and others are on RAC or waiting list, full refund of fare, less clerkage is admissible for confirmed passengers also subject to the condition that the ticket is cancelled online or online TDR is filed for all the passengers up to thirty minutes before the scheduled departure of the train.

Railway Train Ticket Cancellation, Refund Rules For AC I, AC 2, AC 3, Sleeper Class

Indian Railways offers a facility that enables passengers to make advance train ticket reservations up to 120 days in advance for all classes of travel. The Railways carries over two crore passengers per day. E-ticket cancellations are not allowed at railway counters. IRCTC, the e-ticketing arm of Indian Railways, offers the facility of booking train tickets online. The refund amount for tickets cancelled through the IRCTC portal or app is credited back to the account used for booking online tickets, after deduction of applicable cancellation charges.

1) If a confirmed ticket is cancelled up to 48 hours before the scheduled departure of train, ticket cancellation charges will be deducted at Rs. 240 for AC First Class/Executive Class, Rs. 200 for AC 2 Tier/First Class, Rs. 180 for AC 3 Tier/AC Chair car/AC 3 Economy, Rs.120 for Sleeper Class and Rs. 60 for Second Class.

2) If a confirmed ticket is cancelled within 48 hours and up to 12 hours before the scheduled departure of train, ticket cancellation charges will be 25 per cent of the fare subject to the minimum flat rate mentioned above.

3) If a confirmed ticket is cancelled between 12 hours and up to four hours before the scheduled departure, cancellation charges will be 50 per cent of the fare paid subject to the minimum cancellation rate.

4) Cancellation charges are levied on per passenger basis.

5) E-tickets cannot be cancelled after preparation of chart. No refund of fare shall be admissible on the ticket having confirmed reservation in case ticket is not cancelled or TDR (ticket deposit receipt) not filed online up to four hours before the scheduled departure of the train, according to the IRCTC website.

6) In case of cancellation of trains, an automatic refund is granted for e-tickets. Filing of a TDR or ticket deposit receipt is not required.
Wait-Listed, RAC Train Ticket Cancellation And Refund Rules

7) For RAC (reservation against cancellation) train tickets or wait-listed train tickets cancelled up to 30 minutes before the departure of train, refund will be granted after deduction of clerkage charges. According to the IRCTC website, for second class (reserved) and other classes, the clerkage charge is Rs. 60 per passenger for cancellation of RAC and waitlisted tickets.

8) No cancellation charge is levied and full fare is refunded to passengers holding confirmed, RAC and wait-listed tickets if the journey is not undertaken due to late running of train by more than three hours of scheduled departure, subject to the condition that the ticket is surrendered prior to actual departure of train.

9) For a PRS (Passenger Reservation System) counter ticket, in case of train cancellation, a refund is permissible within three days excluding the scheduled day of departure of train.

10) Remember no refund is granted on cancellation of confirmed Tatkal train tickets. If a train is running late by more than 3 hours or train is cancelled, you can file TDR for claiming refund, according to IRCTC.
