At a meeting of the Standing Committee on Citizenship and Immigration (CIMM) yesterday, Immigration Minister Marc Miller said that with respect to the 38,000 visas for Indians, Immigration, Refugees and Citizenship Canada (IRCC) was expecting to process by December, the department will only be able to process 20,000.

He says there are now only five IRCC members are now able to do the on-the-ground work in India that is essential to process applications. IRCC says that as a result, there will be slower:

*overall processing times
*responses to enquiries
*getting visas or passports returned

IRCC now expects there will be approximately 17,500 Indian applications in backlog at the beginning of 2024.

The department aims to process 80% of all applications within service standards. These standards vary depending on the type of application. An application is in backlog when it has not been processed within service standards.

For example, an international student visa from outside of Canada should be processed within 60 days, a family-class sponsorship application should be processed within 12 months and an Express Entry application should be processed within six months.

Immigration Refugees and Citizenship Canada (IRCC) has issued 600 invitations to apply (ITAs) in the first ever category-based Express Entry draw for agriculture and agri-food occupations.  

Candidates required a minimum Comprehensive Ranking System (CRS) score of 354.

IRCC says focusing on candidates with experience in the agriculture and agri-food sector—including agricultural service contractors, farm supervisors, and retail and wholesale butchers—will help the sector attract the skilled talent it needs across the country.

Canada’s agriculture and agri-food industry exported nearly $92.8 billion in agriculture and food products globally in 2022.

Today’s draw is the third Express Entry draw of the week. Yesterday, September 27, saw 500 candidates with a minimum CRS of 472 invited from the French-speaking proficiency category.  

On September 26, 3,000 candidates were invited in an all-program draw with a minimum CRS of 504.

Immigration Refugees and Citizenship Canada (IRCC) has issued Invitations to Apply (ITA) in a new Express Entry round of invitations today.

The department invited 3,000 candidates in an all-program draw. The minimum Comprehensive Ranking System (CRS) score to receive an ITA was 504.

This draw follows multiple rounds during the week of September 18. IRCC invited 3,200 candidates on September 19 in an all-program draw. The following day, on September 20, it invited 1,000 candidates in the first-ever category-based draw for Express Entry candidates in a transport occupation.

A recent diplomatic dispute between Canada and India has placed a strain on the relationship between the two countries.

Canadian Prime Minister Justin Trudeau and Indian Prime Minister Narendra Modi came to a disagreement surrounding the killing of a prominent Canadian-Sikh leader in British Columbia. Trudeau says there is credible intelligence to confirm that agents of the Indian government were involved in the assassination. Modi refutes this.

As a result, on Thursday, September 21, BLS, India's visa processing centres in Canada, suspended services citing operational reasons. This includes centres in Toronto, Ottawa, and Vancouver.

Earlier this week in New York, when asked outright if Canada would reciprocate, Trudeau said his focus was to maintain the rule of law in Canada. He said Canada would continue to do the work it took to keep Canadians safe.

There has been no indication that Canada will stop processing visas for Indian nationals, and it is still accepting new applications as it normally does.

Processing times for visas for Indian nationals looking to come to Canada remain the same as always. Immigration Refugees and Citizenship Canada (IRCC) aims to process all 80% of applications within service standards, regardless of nationality.

Four members of Canada’s Senate released a report on September 20, outlining how to strengthen the integrity of the country’s international student program.

While the report suggests that international students are beneficial to Canada’s economy, as well as its social and cultural landscape, there are also a myriad of integrity issues within Canada’s international student program. These include the following:

Education agents: These actors, among other indiscretions, may be directing international students to programs that are not eligible for a Post-Graduation Work Permit (PGWP), meaning they may not be eligible to work and gain permanent residence following graduation.

Immigration Refugees and Citizenship Canada (IRCC) has confirmed that Express Entry draws will resume this week following a month-long pause.

The last Express Entry draw took place over a month ago on August 15. It was an all-program draw that invited 4,300 candidates with a minimum Comprehensive Ranking System score (CRS) of 496. In an all-program draw, candidates are considered if they are in the Express Entry application pool and meet the minimum CRS score.
