Taking strong exception to the habitual absenteeism among government officials in Kurung Kumey district, Deputy Commissioner Vishakha Yadav on Monday issued a stringent directive mandating all heads of offices and employees to remain present at their respective workplaces during official hours without exception.
The order comes in the wake of multiple complaints alleging that several government officers are wilfully and regularly absent from duty without sanctioned leave or prior approval from the competent authority.
Citing Rule 3(1)(ii) of the Central Civil Services (Conduct) Rules, 1964, the DC stated that such unauthorised absence amounts to misconduct, dereliction of duty, and administrative indiscipline, which not only hampers governance but also erodes public trust in the administration.
It further noted that under Fundamental Rule 17(1) of the General Financial Rules, government servants who remain absent without authorisation will forfeit pay and allowances for the duration of the unauthorised absence, which will be treated as "Dies non" (no work, no pay).
The DC warned that officials found violating the order would be liable for disciplinary action under the Central Civil Services (Classification, Control and Appeal) Rules, 1965, including suspension, pay withholding, censure, or stoppage of increment.
As part of the directive, officials are barred from leaving their headquarters without written permission from the competent authority, and all DDOs and Controlling Officers have been instructed to submit regular attendance records and report habitual absenteeism for immediate action.
The public has also been requested to report instances of official absenteeism with geo-tagged photographs for strict enforcement.
