The plant in your photo is most likely Milk Thistle (Silybum marianum) or a closely related thistle species.

Silybum marianum, widely known as milk thistle, is a flowering herb historically used for over 2,000 years. Its seeds contain a complex of biological compounds called silymarin, which is heavily researched for its hepatoprotective (liver-protecting), antioxidant, and anti-inflammatory properties.

🌿 Spiny stems and deeply lobed, thorny leaves
🌵 Round flower buds covered with sharp spines

Burdock
Burdock (genus Arctium), most likely Greater Burdock (Arctium lappa).
The plant has:
Large, broad heart-shaped leaves
Prominent veins
Slightly wavy edges
A rosette growth habit near the ground
However, because only the leaves are visible, I can't identify it with complete certainty. Similar-looking plants include Butterbur (Petasites) or young Rhubarb.
