Sector 17 Parking — Why Now?

Monsoon is already here, yet pipeline excavation work is being carried out in Sector 17, Chandigarh, leaving the entire area in mud.

If the work was necessary, why not plan it before the monsoon or after the rainy season? And at the very least, why hasn’t a proper alternative passage or temporary arrangement been provided for commuters?

This is Sector 17 — the heart of Chandigarh. Development is necessary, but so is proper planning.
