RESU, the founder and first Khullakpa,2 originally lived on
Khundei hill. From there he moved to what is now the site of
Phaibung Khunao. One day he went hunting, and wounded a
large deer. He followed the tracks to a pool of water near the
present site of the Khullakpa's house. He climbed a tree and
found millet, which he took. Next morning he went home, and
his wife offered him rice and zu, but h

e refused it. That night
he sought omens in a dream, and the dream told him to change
the site of his village. Resu's son and successor, Kadiva, had seven sons and seven
daughters. He was very proud of them, but one night he had a
dream in which a " god " told him he was too proud of them, and
till the seventh generation such a thing will not come again. Mosem and his brother are the seventh generation, and it is
believed that one of them will fulfil the prophecy. Hence Mosem
is usually referred to as the seventh in descent, whereas he is
actually the eighth, and the ninth Khullakpa. Chingjaroi-a village of mixed Tangkhul and Angami (Memi) Naga
affinities in the Manipur State in Assam, lat. 250 25', long. 940 2o', alsoknown as Swemi. Phaibung, Jessami, Kharasom, Lai-i, Lozaphehomi, Luchai, Rezama, Somra, Ukhrul and Pungam are more or less adjacent villages.

Remembering Dr Ungshungmi A. Shimray

In memory of Ungshungmi A Shimray, whom many fondly called UA, we have put together a day to remember him by organizing a memorial lecture on July 28, 2012 at Tribal Research Institute (TRI), Chingmeirong, Imphal from 11 am to 4 pm. UA produced some of the finest works on issues that are critical to people's lives and public discourse, especially in understanding the vital linkages between land rights and the political existence of people.

UA, a student of Centre for the Study of Regional Development (CSRD), Jawaharlal Nehru University (JNU), Delhi University in his brief years had produced several publications marking his dedication to these issues and his conviction towards an academic engagement that can impact lives of people rather than becoming sterile features in journals. During his short academic span (200-2009), he published three books, numerous articles and left many unfinished works.

The second memorial event will be marked by friends of UA who will gather not only in remembrance, but also in confirmation of the need to continue to engage with the issues that fuelled UA's fertile and productive mind. In doing so, we hope to reaffirm the simplicity and relevance of his message to us: That is vitally important to continue to dialogue, by creating spaces for research and collaboration.

We would like to invite all the friends of UA on this day to remember him and his work, over a lecture by Dr Angomcha Bimol Akoijam on the issue that UA was also keenly traveling, a theme which hopefully would aid in carving a future that is accommodative, just, equitable and prosperous.

Call person from North-East a ‘Chinki’, you could be jailed for five years

The next time you decide to call a person from North-East a ‘Chinki’, you could end up cooling your heels behind bars for the next five years.
Growing incidents of racial discrimination and verbal abuse against citizens from the North-East have forced the Ministry of Home affairs (MHA) to send a letter to all the states and Union Territories, asking them to book offenders guilty of atrocity against people from the region under the SC and ST (Prevention of Atrocities) Act since a significant number of persons from the North-East belong to the ST.
Under the law, an offender can end up spending 5 years in jail and the accused could be imprisoned for a term which should not be less than six months and may be extended to a year.
The Act, considered draconian be many because of its harsh provisions, was put to use vigorously in Uttar Pradesh during Mayawati’s rule to check atrocities against people from the lower castes.
According to the National Crime Records Bureau (NCRB), 6,272 persons were booked under the Act in Uttar Pradesh in 2010. But the implementation of the Act has been rare when it comes to major cities. Just 16 persons were booked under the Act in Delhi in 2010.
In the letter, MHA joint Secretary (center-state) S.Suresh Kumar has admited that people from the North-East do face abuse in major cities and feel insecure.
“A sizeable number of person belonging to the North-Eastern states are residing in metropolitan cities and in major urban areas of the country for education and employment. It is reported that people originating from these North-Eastern states are facing discrimination as they are addressed with derogatory adjectives or face discrimination in the form of targeted attacks, assault, molestation and other atrocities,” the letter, a copy of which is in possession of mail today, states.
“This has caused considerable anguish and distress in the mind of people from the North-East. Hence, it is of utmost importance that this feeling of insecurity and negativity in the minds of the people should be assuaged by an adequate and pro-active response that would not only reassure them but also prove that the government would not tolerate discrimination in any form,” it adds.
The MHA estimates that most North-East persons in major cities belong to the ST category. According to a provision under Sec 3 pf the SC/ST Act, am offence will be committed if any member of SC/ST category is “deliberately insulted and humiliated in public view.”
Not just the victim, but anyone who knows that an offence has been committed under the Act can lodge a complaint. The police are empowered under the Act to arrest the offender without any warrant and launch an investigation.
The MHA letter says that if a complaint is received from any citizen hailing from the North-East but no follow-up action is taken, then a “serious view” should be taken against the police officer concerned and also the officer in-charge of the police station.
“If the complainant from the North-East is a member of the ST, then the provision of Sec 4 of the SC/ST should be invoked,” the letter states.
