GOL SIGNS MOU WITH CHINA’S MULITIMILLION FIRM FOR CONSTRUCTION OF REAL ESTATES IN LIBERIA

(Shenzhen, China, Sunday, September 8, 2024):-The Government of Liberia through the Ministry of Information, Cultural Affairs and Tourism has signed a non-bidding Memorandum of Understanding with a multimillion-dollar real estate developer in the People’s Republic of China for the construction of hotels, housing estates and amusement parks in Liberia to boost the country’s tourism sector.

Accommodation facilities - hotels and housing – play important roles in the enhancement of tourism in Liberia, a sector that is of priority in Liberia’s national development plan being rolled out since January 2024.

The MOU was signed at the China-Liberia Trade Forum organized in Shenzhen City. Liberia’s Minister of Information, Cultural Affairs and Tourism, Jerolinmek Matthew Piah, signed on behalf of the Government of Liberia while Mr. Zheng Xudong signed for Shanghai Black Rock Lake Enterprise Development Co., Ltd. (China) signed for the firm.

NGANFUAN RECOMMENDS REVISION OF SALARY HARMONIZATION

Monrovia, September 6, 2024 Finance & Development Planning Minister Designate, Augustine Kpehe Ngafuan, has vowed to conduct a thorough review of the GOL Salary Harmonization Program.

Ngafuan told members of the Ways, Means, Finance, and Budget Committee during his confirmation hearing on Thursday, September 5, 2024, that there have been concerns about the implementation of the policy introduced by the previous administration.

The Finance & Development Planning Minister-Designate has committed to working closely with the Civil Service Agency (CSA) and other government bodies to evaluate the policy comprehensively.

The review, Ngafuan noted, will address stakeholder concerns and seek practical solutions, ensuring that government employees are fairly compensated while maintaining a sustainable wage structure.

He asserted, “I strongly believe that an appropriately incentivized and motivated government workforce is critical to government success.

We must strike the right balance between maintaining a sustainable public service wage bill and paying government employees decently.

” Touching on prudent debt management, Ngafuan disclosed that as of June 2024, Liberia's total debt is US$2.58 billion, with US$1.078 billion in domestic debt and US$1.50 billion in external debt.

The Finance & Development Planning Minister-Designate indicated that the debt-to-GDP ratio was 56.65%, placing the country at medium risk of debt distress.

He stressed that with increasing debt service obligations affecting fiscal resources, it is crucial to manage new debt responsibly. Ngafuan said he remains committed to ensuring that borrowing is undertaken for beneficial purposes and on favourable terms, adhering to principles of transparency and accountability.

The Minister-designate promised that debts owed ECOWAS, the World Bank, and other multilateral organizations will be paid in keeping with terms of responsible borrowing.

He wonders why the debts owed ECOWAS and Ivory Coast were not serviced as it was done throughout the Johnson-Sirleaf era. Ngafuan underscored,

“The ratio of total debt stock to GDP stood at 56.65 percent, which means that we are now labelled as a country with a medium risk of debt distress.

We are fast nearing the 60% threshold where we will be unfortunately labelled as a country with a high risk of debt distress, with all the attendant negative repercussions such labelling brings.

In addition, our annual debt service obligation is taking up bigger and bigger chunks of the fiscal space and consequently limiting the fiscal space for other government priorities.”.

Meanwhile, the Finance Minister-designate recognized the urgent need to address climate change and its impact on national development goals.

Ngafuan declared efforts will focus on supporting and enhancing existing climate strategies and action plans to improve adaptation and resilience.

He intimated that under his watch, Liberia will seek to capitalize on climate finance opportunities to bolster its development agenda.

The former Finance Minister emphasized that given the country’s vast natural resources and significant forest cover, a balanced approach to conservation and commercialization is essential.

He assured the government's commitment to attracting resources for conservation efforts through transparent and equitable means.

President Boakai Urges Regulation and Oversight of State-Owned Enterprises

Beijing, China - President Joseph N. Boakai Sr. has reiterated his commitment to regulating and capping the salaries and benefits of executives and board members of State-Owned Enterprises (SOEs).

The President emphasized the need for compensations to be in line with the economic realities of the country, signaling a significant step towards ensuring probity, the judicious use of public resources, transparency, and accountability within the public sector.

President Boakai spoke when received a comprehensive report from the Bureau of State Enterprises (BSE), which outlined the outcomes of a thorough review of remunerations, stipends, and operational inefficiencies across various state-owned enterprises.

The report brought to light the lack of coordination between SOE Boards and management, prompting a call for the development of a regulatory framework to govern the SOE sector.

Expressing his appreciation for the diligent work of the BSE, President Boakai thanked Managing Director Arthur Massaquoi for the insightful report.

He recognized and empathized with the legitimate concerns of Liberians regarding financial mismanagement inefficiencies and waste within SOEs, signaling a proactive approach to addressing these issues.

The Liberian Leader urged the BSE Management and the Governance Commission to collaborate in formulating a comprehensive Corporate Governance Policy that would address the existing gaps and bypasses in the sector and harmonize operations.

This call to action reflects the Government's commitment to driving sector-wide reform, ensuring efficiency, and fostering an environment of accountable governance within state-owned enterprises.

President Boakai noted that his Administration's stance on the need for oversight and regulation of state-owned enterprises underscores his dedication to promoting transparency, efficiency, and responsible management of public resources.

President Boakai used the occasion to introduce Liberia’s “ARREST Agenda,” an ambitious development plan aimed at fostering sustainable economic and human growth. The ARREST Agenda, which stands for Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism, outlines the key pillars of Liberia’s strategic priorities under his administration.

“Our vision is encapsulated in the ARREST Agenda, which stands as a testament to our commitment to sustainable human and economic growth in Liberia, a nation where potential abounds, yet challenges persist,” President Boakai explained.

He highlighted each pillar of the ARREST Agenda, stressing the importance of agricultural development, infrastructure expansion, adherence to the rule of law, educational advancement, improved sanitation, and the promotion of tourism. “Liberia is blessed with rich, fertile lands, and we believe in unlocking our agricultural potential not only as a means of food security but as a foundation for economic empowerment,” he stated.

To further enhance Liberia-Indonesia relations, President Boakai proposed the establishment of a Resident Embassy of Indonesia in Liberia. He opined that step would facilitate deeper connections and enhance bilateral cooperation, fostering not only friendship but strategic partnerships that can unlock the potential for mutually beneficial collaborations.

President Boakai also extended an invitation to Indonesian enterprises to explore investment opportunities in Liberia. “I envision a dynamic alignment between our countries where Indonesian enterprises can tap into the vast resources and potential that Liberia offers, whilst Liberia, in turn, gains access to Indonesia’s expertise and innovation,” he said. “Together, we can maximize the benefits that arise from collaboration, contributing positively to the regional and global economy.

Dignity returns to Employees of the Ministry of State for Presidential Affairs

Over the past years, employees were left at the mercy of few big-shots who have scraped employees welfare for their personal gains. Key amongst those amenities that were hijacked, is the basic right to healthcare. Employees had to practically beg for assistance from those big-shots to cater for their heath needs. Thereby surrendering their dignity and accepting handouts.

As the ARREST Agenda for Inclusive Development (AAID) unfolds, Life and Health Insurance is being restored to MOS employees and their households.
