Lithuania Work Permit Updates – July 2025
These changes reflect Lithuania’s effort to tighten immigration compliance while still welcoming skilled professionals.
🔻 Reduced Quota
The 2025 quota for third-country nationals has been reduced to 24,830, down from over 36,000 in 20242.
The quota no longer divides permits by economic sector, giving employers more flexibility.
🎯 Priority for Highly Qualified Professionals (HQPs)
HQPs can apply outside the quota if they meet salary thresholds:
1.5× national average salary (€3,020.70/month)
Or 1.2× (€2,416.56/month) for shortage occupations.
🔁 Stricter Employer Change Rules
Foreign workers with a Temporary Residence Permit (TRP) must work at least 6 months before changing employers.
Ending employment before filing the change request may result in permit cancellation and fines.
⚠️ Higher Penalties for Illegal Employment
Companies face fines of €2,772 to €11,088 for violations.
Heads of companies may be fined €1,500 to €5,000 per illegal worker, plus a 1-year hiring ban.
📄 A1 Certificate Requirement for Posted Workers
EU/EEA/Swiss nationals posted to Lithuania must now submit a certified A1 social security certificate.
🚫 VFS Centers Closed for Employment Visas
VFS centers in India, UAE, Jordan, Lebanon, Sri Lanka, and Nepal no longer accept Lithuania work visa applications.
Applicants must apply in alternate countries where Lithuania has representation.
