VACANCY ANNOUNCEMENT.
Background
National Registration Bureau (NRB) is a Government Department under the Ministry of Homeland Security. Through the National Registration Act (2010), NRB is mandated to implement, coordinate, manage and maintain the National Registration and Identification System (NRIS) in Malawi. NRB has the following deliverables: Birth Certificates; National Identity Cards for Bonafide Malawians; Identity Cards for foreigners; Certificate of Registration of Marriage and Death Certificates.
The National Registration Bureau with support from Centers for Diseases Control and Prevention (CDC) intends to fill the vacant position of a MONITORING AND EVALUATION OFFICER (TEMPORARY) under the project Titled: Scaling up and Improving Quality of Civil Registration and Vital Statistics in Malawi through the National Registration Bureau under the President's Emergency Plan for AIDS Relief (PEPFAR).
The position will be tenable at the National Registration Bureau (NRB) Headquarters in Capital Hill, Lilongwe. The Monitoring and Evaluation Officer will work under the guidance of the Technical Advisor and be responsible for ensuring that project activities align with strategic goals related to birth and death registration, medical certification of causes of death, and verbal autopsy implementation. The officer will design, implement, and oversee M&E activities while regularly reporting on project progress and collecting and analyzing data related to these initiatives. The successful candidate will be given a two-months contract, with subject to extension based on performance and availability of funding.
Duties and Responsibilities
The Monitoring and Evaluation Officer will have but not limited to the following duties and responsibilities:
Designing M&E Frameworks
• Develop frameworks tailored for birth and death registration, medical certification of causes of death and verbal autopsy implementation.
• Continued review of the developed Monitoring and Evaluation plan.
• Ensure that M&E practices align with project goals and best practices.
Data Collection and Analysis
• Collect and interpret data on civil registration performance activities.
• Monitor the quality and completeness of birth and death records to inform decisions.
• Support implementation of supportive supervision and DQAs.
• Working with data platforms, databases and select technologies to capture and organize data.
• Assist in drafting scopes of work for external evaluation and consultants.
Collaboration with stakeholders
• Partner with stakeholders e.g. the National Statistical Office to enhance the reporting of official vital statistics.
• Support the integration of registration data into national systems for improved analysis.
Data Analysis and Reporting
• Determine data analysis procedures and use of quantitative or qualitative analysis tools.
• Prepare and present detailed progress reports to stakeholders on monthly, quarterly and annual basis.
• Highlight insights and trends in birth and death registration outcomes using compelling visuals and presentations.
Monitoring Activities
• Conduct regular visits to health facilities, registration offices and communities to assess the implementation of registration processes.
• Evaluate the effectiveness of community registration and verbal autopsy in communities.
Capacity Building
• Provide training on M&E practices and analysis tools to NRB and MoH staff.
• Support pre-service training of students in health training institutions.
• Develop resources to enhance understanding of medical certification processes.
Continuous Improvement
• Identify areas to enhance registration processes and M&E practices.
• Propose actionable solutions to improve project outcomes and quality standards.
Desired Qualification and Experience
• Master’s degree in public health, Epidemiology, Demography, Statistics, or a related field.
• Minimum of 7 years of experience in monitoring and evaluation, preferably in health-related projects, particularly in birth and death registration or vital statistics.
• Familiarity with M&E methodologies and tools specific to civil registration and vital statistics systems.
• Strong analytical skills, with experience in data collection and analysis using both quantitative and qualitative methods.
• Proficiency in using statistical software (e.g., SPSS, R or Stata and Excel) for data analysis and reporting.
• Experienced in designing, managing or working with databases (e.g. DHIS II)
• Ability to apply descriptive and inferential statistics, identify trends, and produce actionable findings for program improvement.
• Proficient in report writing and the presentation of findings to technical and non-technical audiences.
• Proficient in producing insightful visualizations through tables, graphs and dashboards using standard visualization software e.g. Power BI and Tableau
• Excellent communication and interpersonal skills, capable of working collaboratively within teams and across sectors.
