The African Peer Review Mechanism (APRM) delegation paid a visit to the Lüderitz Waterfront Development Company (LWDC) on 24.08.2026 and held discussions with Mr Fluksman Samuehl, CEO of LWDC.

The visiting APRM delegation was led by Ambassador Wilfried Emvula, Chairperson of Namibia's APRM National Governing Council.

The primary purpose of the APRM is to boost the adoption of policies, standards and practices that can lead to political stability, high economic growth, sustainable development and accelerated regional and continental economic integration.

The APRM's governance reviews are conducted in relation to the values, codes, standards and norms enshrined in the Declaration on Democracy, Political, Economic and Corporate Governance, adopted on 9 March 2003 in Abuja, Nigeria, as well as the African Charter on Democracy, Elections and Governance (ACDEG).

The consultation centred on the validation of the draft Progress Report on the Implementation of the Recommendations from the Namibia Country Review Report, which the President is due to present to her Peers at the APRM Forum in February 2027.

Countries participating in the APRM as of January 2022 are: Algeria, Angola, Benin, Botswana, Burkina Faso, Cameroon, Chad, Democratic Republic of Congo, Republic of Congo, Côte d'Ivoire, Djibouti, Egypt, Equatorial Guinea, Ethiopia, Gabon, The Gambia, Ghana, Kenya, Lesotho, Liberia, Malawi, Mali, Mauritius, Mauritania, Mozambique, Namibia, Niger, Nigeria, Rwanda, São Tomé & Príncipe, Senegal, Seychelles, Sierra Leone, South Africa, Sudan, Tanzania, Togo, Tunisia, Uganda, Zambia and Zimbabwe.

After the official engagement, the delegation toured the waterfront development and commended the LWDC leadership for the impact of its flagship developments, which is critical ahead of the much-awaited Final Investment Decision (FID) by TotalEnergies.

Mr Samuehl has consistently highlighted that LWDC is 10 years ahead of anticipated development driven by the energy sector.

Recalling the time when they served together at the National Council, Mr Samuehl thanked Ambassador Emvula for his leadership and contribution to the liberation of Namibia and its independence.

A three-member delegation from Oranjemund Town Council, led by His Worship, Cllr Pankratius Akwenye Kondjamba, Mayor of Oranjemund, paid a courtesy visit to Mr Fluksman Samuehl, CEO of Lüderitz Waterfront Development Company (LWDC), on Friday, 21.08.2026.

The visiting delegation commended LWDC for its role in driving development in the area.

The Mayor requested LWDC's support for the Oranjemund Diamond Festival, citing LWDC's experience in the successful realisation of the Lüderitz Crayfish Festival.

The parties discussed practical strategies to accelerate development, as well as the role of state-owned enterprises (SOEs) in aiding development.

The Mayor expressed the need to deepen collaboration in a way that allows the two towns to complement each other when it comes to development.

Mr Samuehl thanked the Mayor and his delegation, and expressed his readiness to share his knowledge and experience whenever required.

The Lüderitz Town Council delegation, led by Her Worship the Mayor, Cllr Brigitte Fredericks, visited the Lüderitz Waterfront today at the invitation of the Lüderitz Waterfront Development Company (LWDC).

The two parties held a two-hour meeting and reiterated the urgent need to work together. They discussed the need for regular engagement to address areas of collaboration and joint planning, in order to coordinate town planning.

Her Worship said the meeting was informative. On behalf of the Council, she expressed her appreciation for the development activities initiated by LWDC, adding that they help the town realise its smart city status.

The meeting centred on LWDC's planned development projects, which include the new seaview hotel, the private seaview hospital, upgrading of tourism routes, establishment of a tourist information centre at the waterfront, upgrading of critical town roads, and other activities promoting the Maritime Museum, which operates under the auspices of LWDC.

During the engagement, Mr. Fluksman Samuehl, CEO of LWDC, thanked the Council through Her Worship the Mayor for attending the meeting, saying that it represents dedication to community duty.

LWDC is a catalyst for the town's economic development and has played a major role in attracting more tourists to the harbour town of Lüderitz. Mr. Samuehl further underscored the need for quarterly meetings between the two public institutions to ensure effective communication and to keep the Council abreast of developments driven by LWDC.

After the official meeting, a large delegation from the Council was given an extensive tour of LWDC's flagship development, the transformed Lüderitz Old Power Station, which houses the NUST campus, guest house, gym, Maritime Museum, corporate offices, eateries, and other facilities.

Lüderitz Waterfront Development Company (LWDC) recently welcomed Mr Kallie van der Merwe, CEO of Safland Property Group, to Lüderitz.

Mr van der Merwe paid a courtesy visit to Mr Fluksman Samuehl, CEO of LWDC, where the two discussed areas of potential cooperation between their respective organisations.

Safland is currently developing Lüderitz's first shopping mall — a landmark project set to bring new retail opportunities to the town as it continues to grow.

Strengthening collaboration between SOEs and the Government was the focus of discussions between the Right Honourable Prime Minister, Dr Elijah Ngurare, and the CEO of LWDC, Mr Fluksman Samuehl, at the Office of the Prime Minister OPM_Namibia.

During the engagement, the Prime Minister commended Mr Samuehl for his good leadership, both at the level of LWDC and the Public Enterprises CEOs Forum.

The LWDC CEO, Mr Fluksman Samuehl, recently paid a courtesy call on the Namibia Training Authority CEO, Mr Erick Fundula Nenghwanya.

The discussion centred around streamlining the work of SOEs and deepening collaboration amongst SOEs so that this important sector responds favourably to NDP6 objectives.

The NTA CEO thanked Mr Samuehl for the visit and for maintaining a culture of consultation on matters of national importance.

UNAM launched its RealTest Project on Monday, 10 August 2026, under the theme "Safety, Reliability, Sustainability: Research and Testing for Green Hydrogen Technologies," with LWDC CEO Mr. Fluksman Samuehl among those in attendance.

The CEO of Lüderitz Waterfront Development Company (LWDC), Mr. Fluksman Samuehl, paid a courtesy visit to the newly appointed Namibia University of Science and Technology - NUST Vice-Chancellor, Professor Frednard Gideon, at the university's main campus in Windhoek on Monday, 10 August 2026. Professor Gideon assumed office on 1 August 2026.

The visit gave Mr. Samuehl the opportunity to formally congratulate Professor Gideon on his appointment and to reaffirm the strong relationship between LWDC and NUST. Discussions centred on areas of mutual interest, particularly collaboration in infrastructure development and a shared commitment to advancing skills development and training opportunities in Lüderitz, further positioning the NUST Lüderitz Campus as a key platform for skills development, knowledge and community engagement in the region.

Professor Gideon, accompanied by members of NUST management, thanked Mr. Samuehl for his inspirational leadership as Chairman of the Public Enterprises CEOs' Forum. Mr. Samuehl thanked NUST for offering to be one of the sponsors for the SOE Sports Games 2027, and also congratulated NUST for winning the soccer games during the SOE Sports Games held in Rundu in July 2026.

Leadership That Delivers: Strengthening Namibia's SOE Sector

Under his leadership as Chairman of the Public Enterprises CEOs Forum, Mr. Fluksman Samuehl has worked endlessly to highlight the need for collaboration between the SOE sector and the shareholder, as well as improving board/management relations. This high-level strategic engagement with Her Excellency, Dr. Netumbo Nandi-Ndaitwah, President of the Republic of Namibia, held at NIPAM, Windhoek on Thursday, 6 August 2026, speaks volumes.

Mr. Samuehl, as a development practitioner of note, holds the strong view that Namibia has all it takes to prosper, and that the skills, knowledge and other expertise available in the SOE sector should be put to good use to help accelerate the development of Namibia.
