Namibia Training Authority Established under the Vocational Education and Training Act of 2008 to regulate the provision of Vocational Education and Training in Namibia.

The Namibia Training Authority was established by the Vocational Education and Training Act (Act 1 of 2008) to regulate and fund the provision of Vocational Education and Training (VET) in Namibia by ensuring that VET programmes and services meet current and future business and industry needs. It leads and manages Vocational Education and Training towards the establishment of a sustainable skills

system that will ensure that a growing number and diversity of Namibians acquire the skills needed in our economy. The NTA does so by:
• Developing appropriate policies on Vocational Education and Training in response to current and emerging priorities for skills development and provide guidance in the operationalization of such policies;
• Ensuring effectiveness and efficiency in Vocational Education and Training in producing a competent and employable workforce for an industrialised Namibia.
• Transforming the Vocational Education and Training system into a dynamic component of Namibia’s pursuit of higher standards of living through industrialization and the development of a knowledge-based economy;
• Monitor regional and global developments in Vocational Education and Training and apply such experiences as appropriate to the Namibian Vocational Education and Training system.

Our CEO, Mr Erick Fundula Nenghwanya and a team of senior NTA managers recently met with the Chairperson of the Oshikoto Regional Council, Hon. Sakeus Nangula and regional leadership in Omuthiya, as part of the journey toward establishing the Omuthiya Vocational Training Centre (VTC). Our E-Assessment Instrument Design Training Workshop officially concluded today, and what a journey it was. From the opening address by our Manager: Assessment and Certification, Nicoletta Kooper-Kolomoni, to the final certificate presentations today, this workshop brought together TVET practitioners, our valued GIZ Namibia partners, and the expertise of Prof. Anthony Brown from Unisa - The University of South Africa, all united by one goal: ensuring that Namibia's learners are assessed fairly, credibly, and consistently - now in a digital environment.

E-assessment is not reinventing the wheel. It is taking the rigorous, standards-based process we already trust and delivering it smarter. Practical assessments remain practical. The standards anchored in Regulation 318 of the Vocational Education and Training Act, Act 1 of 2008, remain non-negotiable. What changes is the delivery and that change opens doors.

To every participant who brought their expertise, their questions, and their dedication, we thank you. The future of Namibia's skills development is in capable hands.

As Namibia seeks innovative solutions for sustainable land management, we are ensuring that skills development keeps pace with emerging economic opportunities. This week, our TVET Standards Division convened a Technical Working Group (TWG) to develop occupational standards for Bush Control and Biomass Utilisation which is a priority area identified through the National Skills Development Plan.

Bringing together subject matter experts from industry and key stakeholders, the TWG is identifying the competencies required across the bush value chain, including bush harvesting, biomass processing and related occupations. The initiative responds to the growing need for sustainable bush management while unlocking opportunities for employment creation, enterprise development and environmental stewardship.

Coordinated by the NTA's Mariane Alweendo (TVET Standards Coordinator), the process reflects the NTA’s commitment to developing credible, industry-driven occupational standards that equip Namibians with the skills needed to contribute meaningfully to a more productive economy.

This morning, our Manager: Assessment and Certification, Nicoletta Kooper-Kolomoni, officially opened the E-Assessment Instrument Design Training Workshop and the energy in the room said it all.

Wondering what e-assessment actually means? It's not something entirely new - it's simply the digitisation of the formal assessment process, while practical assessments remain exactly that - practical. Same standards, smarter delivery.

At a time when Namibia's skills development system is embracing the digital future, this training brings together TVET practitioners, our GIZ Namibia partners, and Unisa - The University of South Africa's Prof. Anthony Brown, to ensure that every Namibian learner continues to be assessed fairly, credibly, and consistently, now in a digital environment; all grounded in Regulation 318 of the Vocational Education and Training Act, Act 1 of 2008, because a qualification is only as strong as the instrument behind it.
