WHO IS A THIEF?

Tunde went to the Bank with N4,400. He deposited N4,000 and forgot the balance of N400 on customers desk. Taiwo saw the money and took it. 3mins later Tunde rushed in and started shouting please who help me to find the money? People asked him how much? he said about N10,000. He shouted for about three times before Taiwo start shouting on Tunde that Ee young man you are a thief you left N400 and you're saying N10,000! He insisted no no no my money is N10,000. At the long run Taiwo brought out the money and gave it him. My people the question is who is a thief between Tunde and Taiwo?
