OFFICE OF THE SPECIAL ADVISER TO THE PRESIDENT ON NIGER DELTA/COORDINATOR, PRESIDENTIAL AMNESTY PROGRAMME (PAP)

PRESS RELEASE

AMNESTY COORDINATOR TASKS BANKS ON STIPENDS PAYMENT

Special Adviser to the President on Niger Delta and Coordinator of the Presidential Amnesty Programme (PAP), Brig-Gen. Paul Boroh (rtd), has vowed to get to the roots of complaints arising from the resumption of payment of stipends to former Niger Delta agitators and beneficiaries of the programme.

The PAP Coordinator in a statement by the Head of Media and Communication, Mr. Daniel Alabrah, expressed displeasure over reports of complicity of some banks in the alleged short-changing of some of the beneficiaries by their leaders.

The Amnesty Office, last Friday, commenced payment of the outstanding stipends of the former agitators. But the exercise has been trailed by allegations bordering on shortchanging of some of the former agitators, who claimed they did not receive the full amount of N65,000.

Some of them were said to have besieged the banks they accused of complicity in the alleged racket to underpay them.

“The banks involved in payment of the stipends should credit accounts of beneficiaries with their due entitlements and strictly in conformity with the mandates of the account. No bank should be involved in any form of cash payments or conduct any irregular payment activities outside their premises,” the coordinator said.

Following this development, the Office of the Special Adviser to the President on Niger Delta has opened channels of communication with the Central Bank of Nigeria and its banking supervision department and the security agencies to review the payment process.

“It is not going to be business as usual. We are guided by the strict regime of transparency, accountability and prudence being enthroned by the administration of President Muhammadu Buhari. We will accordingly address every complaint about the programme on their merit and make the necessary adjustments. A verification committee is already in place to examine all immediate and pressing issues inhibiting the smooth operation of the programme.

“Mr. President is committed to sustainable development of the Niger Delta and we have a duty to ensure the sustenance of peace and security of the region in order to achieve the government’s objective.

“I therefore urge all beneficiaries in the programme to be law-abiding and forward their complaints with details to the office. However, any beneficiary who violates the rules governing the programme would have his allowance stopped,” Boroh warned.

He noted that because of the strategic place of the Niger Delta, there was need to ensure justice, peace and security in the region at all times.

The coordinator added that it was significant that President Buhari had approved the commencement of the environmental remediation and clean-up of Ogoniland.

He said this was a commendable initiative by the President and that the PAP would as part of its mandate train Niger Delta youths, with emphasis on Ogoni youths, to effectively participate in the clean-up process.

DIRECTOR-GENERAL TASKS IJAW FILM PRODUCERS ON MORAL BALANCE
Director-General of Bayelsa State Tourism Development Agency, Mrs. Ebiere Irene Musah, has tasked Ijaw film makers to reflect moral uprightness and fairness which characterize the Izon people, informing that “Izon” means truth.
The DG, who was represented by the Deputy Rector (Administration), International Institute of Tourism & Hospitality, Yenagoa, Mr Piriye Kiyaramo, during the World Ijaw Film Makers Day, organised under aegis of ‘Izonllywood’. at Ijaw House, Yenagoa, Monday, June 27, 2015, described the event as heart-warming, pointing out that Izonllywood, which started like a simple dream few years ago, was beginning to gather steam and taking shape.
She lamented that “over the years, we have come to see how the movie industry within and outside Nigeria has compromised the moral fabric of society on the altar of profit and modernity”,
According to her, the Yorubas, Igbos, and Hausas have succeeded in using the instrumentality of motion picture to tell their story, strengthen their language and propagate their culture, reiterating that the Ijaws, being the fourth largest ethnic group in the country, can use Izonllywood to transmit the essence of the Ijaw ethnic nationality to the younger generation.
While stressing on the need for cultural and moral balance in the art of movie production, Mrs Ebiere Musah applauded the birth of Izonllywood, describing it as an idea that would outlive the present generation.
The DG used the occasion to canvass for collective passion from all Ijaws in ensuring that the ideals of Izonllywood concept are sustained.
She called on Ijaw sons and daughters in the movie industry within and outside Nigeria to come up with initiatives that would create opportunities for the training of talented Ijaw youth in the movie industry.
The DG added that though the journey has been so tedious, Izonllywood, has come to stay as a veritable platform for Ijaw film makers, just as she expressed confidence in the concept of Izonllywood.
She hinted that the restoration administration of Governor Henry Seriake Dickson, trained of over 200 Bayelsan youth in different areas of film making during the 2013 edition of the Africa Movie Academy Award (AMAA), adding that quite a few of them have gone ahead to establish their own firms as a result of that training.
“As we speak, a firm owned by a Bayelsan from Odi community, has been given a job to put together all the beautiful locations, sceneries and tourist sites across state, with a view to marketing Bayelsa to movie producers within and outside the state” she reiterated.
Mrs Ebiere Musah maintained that the present administration in the state has always encouraged film producers to come to Bayelsa and shoot their movies, because of the tourism revenue that could accrue to the state, pointing out that the movie industry has the capacity to gainfully engage talented youths in the state.
