Foreigner traveler and pilgrims to be betrayed yet again to enter Tibet especially on the occasion of coming Saga Dawa Festival near Mt. Kailash. Foreigners should have applied for permit and visa in well advance (with no specification) and many of them have started to apply for permit before processing a visa to Tibet and authorities have said to the Lhasa based travel agents (who act as representative to get permit) that the permit issuing is already stopped!
