A Detailed Summary of the Proposed Agreement

1. Pay and Employment Conditions

The agreement outlines pay adjustments and employment condition changes for nurses and healthcare staff covered by the collective agreement.

Salary increases and step progressions are structured across the term of the agreement.

Some allowances and pay-related provisions are reviewed or adjusted.

2. Safe Staffing Commitments

A stronger focus is placed on safe staffing levels to protect both patients and staff.

Systems such as staffing monitoring, reporting, and response processes are reinforced to ensure concerns are addressed.

3. Safe Staffing Escalation Framework

A formal escalation system is introduced to address unresolved staffing shortages.

If unsafe staffing continues without resolution, concerns move through four escalation levels:

1. Level 1 – Local Management

Response required within 5 working days.

Local leaders create an action plan and timeline.

2. Level 2 – Service / Directorate

Response within 10 working days if the issue remains unresolved.

Managers review and update the plan.

3. Level 3 – District Level

Response within 15 working days.

District leadership may conduct formal risk assessment and consider service changes.

4. Level 4 – Regional / National

Response within 20 working days.

Escalated when problems are systemic or unresolved at district level.

4. Principles of the Staffing Framework

The escalation system is based on several principles:

Patient and staff safety first

Clear accountability

Timely responses

Transparency

Consistent processes across districts

Data-informed and clinically led decisions

5. When Escalation Happens

The framework is triggered when there is sustained unresolved staffing risk, such as:

Ongoing vacancies affecting service delivery

Repeated unsafe staffing shifts

Agreed staffing solutions not implemented

Multiple unresolved local escalations.

6. What the Framework Is NOT

The system:

Does not replace existing local decision-making

Is not a grievance process

Is not meant for single shift staffing issues.

A new offer has been presented by Te Whatu Ora to NZNO members regarding the collective agreement.

Here are the key highlights of the proposal:

β€’ 2.5% pay rise from 2 March 2026
β€’ Additional 2.0% pay rise from 2 March 2027
