The Bureau of Immigration (BI), together with private partner Securiport, is proposing a new ₱480 total roundtrip fee for international travelers to help fund a massive “Advanced Border Security System.”
Under the proposal:
• Travelers will pay approximately ₱240 ($4) upon departure and another ₱240 upon arrival.
• The fee will reportedly be integrated directly into airline tickets.
• This would come on top of existing travel-related charges and airline fees.
The project will operate under a Build-Train-Maintain-Transfer (BTMT) arrangement, with Securiport fully financing the ₱10.7-billion system without government subsidies.
Reports also indicate that the Bureau of Immigration would receive a $0.20 share per passenger processed through the system.

The proposal comes while lawmakers continue pushing for the abolition of the long-criticized ₱1,620 Philippine Travel Tax through House Bill 8464.
Many travelers initially welcomed the possible removal of the decades-old travel tax, which critics described as an outdated burden on ordinary Filipinos traveling abroad.
However, public sentiment online quickly shifted after news broke about the proposed BI fee.
For many passengers, the issue is simple:
Removing one mandatory travel charge only to introduce another new airport fee feels like a bait-and-switch.
Critics argue that regardless of which agency collects the money, the practical effect remains the same:
International travel continues to become more expensive for ordinary Filipinos.
