From 5 October 2026, a new hybrid model will change how Parent Resident Visa expressions of interest (EOIs) are selected.

𝗨𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗻𝗲𝘄 𝘀𝘆𝘀𝘁𝗲𝗺:
🔹 Around 90% of EOIs will be selected in date order
🔹 Around 10% will be selected through a ballot
🔹 The annual cap remains at 2,500 visas
🔹 Existing EOIs will automatically transition to the new system
🔹 EOIs will no longer expire if holders confirm their interest every two years
🔹 The first selection under the new model is scheduled for 10 November 2026

The changes affect how EOIs are selected. Existing Parent Resident Visa eligibility requirements will not change.

New Zealand’s Recognised Seasonal Employer (RSE) scheme is set for significant reform, with changes beginning in early 2027 and continuing through to 2029.

For horticulture and viticulture employers relying on seasonal overseas workers, the reforms will reshape several important parts of the scheme. The aim is to create a simpler and clearer system while maintaining worker protections and ensuring New Zealanders remain first in line for available jobs.

🔎 𝗪𝗵𝗮𝘁 𝗶𝘀 𝗰𝗵𝗮𝗻𝗴𝗶𝗻𝗴?
✔ New employers will start with one year accreditation, with longer periods available based on compliance history
✔ The Agreement to Recruit process will be streamlined for MSD endorsed employers
✔ Clearer rules will apply to costs employers can recover from workers
✔ RSE workers will have greater mobility between accredited employers in certain circumstances
✔ Internet access will become part of prescribed worker accommodation standards
✔ Greater flexibility will apply to incidental tasks supporting a worker’s primary role
✔ Compliance settings will include clearer expectations and proportionate responses

📋 𝗪𝗵𝗮𝘁 𝘀𝗵𝗼𝘂𝗹𝗱 𝗲𝗺𝗽𝗹𝗼𝘆𝗲𝗿𝘀 𝗱𝗼 𝗻𝗼𝘄?
Current RSE settings remain in place. However, employers should review existing practices, consider how the future requirements may affect seasonal recruitment and monitor further Government guidance before implementation begins.

Since 3 August 2026, Hepatitis B and Hepatitis C have been removed from Immigration New Zealand's high-cost health conditions list.

Applicants with these conditions will no longer automatically be assessed as not meeting the acceptable standard of health. Instead, each application will be assessed based on the applicant's individual medical circumstances.
