Clark exec cited for good governance

MANILA — Clark Development Corporation (CDC) President and CEO Atty. Agnes VST Devanadera was cited for her contributions to public service and governance during a recognition ceremony held at The Manila Hotel.

Atty. Devanadera, who currently heads the development of the Clark Freeport and Special Economic Zone, was acknowledged for her leadership in positioning Clark as a key investment and tourism destination.

She is the first woman to lead CDC and previously served as justice secretary, solicitor general, and government corporate counsel.

CDC Director Nicolette Henson received on August 22 the citation on Atty. Devanadera’s behalf, joined by Vice President for Administration and Finance Jose Miguel de la Rosa, Vice President for Security Services Group PMGen. Lina Sarmiento (Ret.), and other CDC officials.

The recognition was conferred as part of the 73rd edition of an annual awards event organized by the Filipino Academy of Movie Arts and Sciences (FAMAS), which also honors individuals and institutions for excellence in various fields.

During a recent meeting of the Metro Clark Advisory Council (MCAC) held at the Clark Visitors Center on August 19, Atty. Devanadera was warmly recognized by council members who requested her autograph on copies of BizNews Magazine, where she graces the cover.

MCAC COORDINATORS TAKE OATH. Clark Development Corporation (CDC) President and CEO Atty. Agnes VST Devanadera administered the oath of office to the newly designated coordinators of the Metro Clark Advisory Council (MCAC) during a meeting held recently at the Clark Visitors Center. The CDC chief also chairs the MCAC.

Sworn in as MCAC liaisons were Relito Laxamana of Porac, Pampanga; Atty. Michaella Claire Layug of the Provincial Government of Pampanga; Maria Cristina Mason of Capas, Tarlac; Maximo Sangil of Angeles City; Marino Morales of Mabalacat City; Arnel San Pedro of the Office of the First District of Pampanga; Noemi Lintag of the Office of the Second District of Pampanga (not in photo); Myra Flor Sonza of the Office of the Third District of Tarlac; and Johnny Sales of Bamban, Tarlac.

MCAC serves as a consultative body composed of the chief executives of Angeles City, Mabalacat City, Porac, Bamban, and Capas—localities identified under Republic Acts No. 7227 and 9400.

Clark Freeport, Metro Clark eyed as skills training hub

CLARK FREEPORT— The Metro Clark Advisory Council (MCAC), chaired by Clark Development
Corporation (CDC) President and CEO Atty. Agnes VST Devanadera, convened Tuesday, August 19 at the Clark Visitors Center to discuss workforce development programs aligned with the needs of locators here.

Technical Education and Skills Development Authority (TESDA) Regional Director Baron Jose Lagran of Regional Office III presented the Enterprise-Based Education and Training (EBET) framework, a national strategy institutionalized under Republic Act No. 12063.

The initiative aims to strengthen industry-driven
skills development through workplace-integrated training and curriculum co-designed with enterprises.

In his presentation, Lagran cited Clark Freeport as a potential growth hub for EBET implementation, given its concentration of priority industries and demand for specialized labor.

In attendance were Mabalacat City Mayor Gerald Guttrie Aquino; Angeles City Mayor Carmelo “Jon”
Lazatin II; Capas Mayor Roseller Rodriguez; Porac Vice Mayor Jen Capil; CDC Director Atty. Nicolette Henson; Atty. Ananias Canlas, Jr. of the Provincial Government of Pampanga; along with MCAC coordinators from Pampanga’s 1st District and Tarlac, and representatives from various Public Employment Service Offices (PESO).

FIT FORWARD. Employees of the Clark Development Corporation (CDC) joined the 2025 Morale, Welfare, and Recreation (MWR) fun, run and walk held on August 15 at the Clark Parade Grounds.

Organized by the corporation’s Building and Facilities Permits Division (BFPD) and Infrastructure and Planning Division (IPD), the event featured 2.5-kilometer and 5-kilometer categories. It aimed to promote wellness, camaraderie, and sustainability among CDC personnel.

Participants were encouraged to bring reusable tumblers to minimize plastic waste. Prizes were awarded to the first 10 finishers in each category. (CDC Photos)
