Mayor Benjamin Magalong has ordered an immediate investigation into the sudden increase in boat rental fees at Burnham Park, warning boat concessionaires that those found taking advantage of the public will face sanctions.

The mayor described the reported fee increases as “opportunistic, irresponsible and abusive,” saying such practices have no place in a city that seeks to be human-centric.

He directed the City Environment and Parks Management Office (CEPMO) and the Permits and Licensing Division to conduct an inspection of all boat concessionaires at the park today and determine whether they are complying with city regulations, including the authorized rates.

The mayor also ordered CEPMO to remove all old and unsafe boats being used by concessionaires, stressing that the safety of residents and tourists should never be compromised for profit.

Notices of violation (NOVs) and show-cause orders will be issued against those found to have violated regulations.

The mayor further ordered that concessionaires who failed to issue official receipts for transactions be held accountable and charged accordingly.

The mayor warned that the city government will not allow anyone to exploit visitors or tarnish Baguio’s reputation as a welcoming destination.

He said business operators at Burnham Park have a responsibility to uphold fair dealing, safety and proper service, particularly because the park is one of the city’s most prominent tourist attractions.

“We cannot allow a few opportunists to destroy the image of Baguio as a human-centric city,” the mayor said.

CEPMO Head Atty Rhenan Diwas said no rate increase has yet been authorized as this still requires approval of the city council.

He said that there was an earlier agreement for rental fee adjustment but this is on condition that they will comply with the boat upgrading requirement and the securing of approval from the city council.

To date, only two of the nine concessionaires have complied with the boat upgrading requirement of the city, Diwas said. - Aileen P. Refuerzo
