Mayor Benjamin Magalong issued Executive Order No. 53, series of 2026, temporarily suspending the implementation of the city's number coding ordinance for Public Utility Jeepneys (PUJs) only from April 27 to May 27, 2026.
Number coding for private cars and all other types of vehicles will resume based on Ordinance No. 94-2025 amending Ordinance No. 001-2003, also known as the Baguio City Number Coding Scheme.
In his order, the mayor said the exemption for PUJs is a temporary relief measure aimed at providing flexibility for operators and drivers as they cope with and recover from the effects of the ongoing fuel crisis. He added that the measure will also serve as a provisional scheme to observe and evaluate whether the exemption helps improve public mobility or exacerbates traffic congestion within the city.
Earlier, the mayor ordered the temporary suspension of the cityโs number coding scheme for all types of vehicles from April 8 to April 24, 2026, in response to transportation challenges caused by rising fuel prices.
He cited provisions in the ordinance that allow the suspension of the scheme during extraordinary circumstances, such as natural calamities or public disturbances.
According to the mayor, the increase in fuel costs has forced many public utility drivers to reduce or cease operations. This has led to fewer available rides and has caused inconvenience for commuters traveling to work, school, and other essential destinations.
The mayor emphasized that the current suspension is an interim measure intended to help ease mobility for residents while the city continues to assess its impact on traffic conditions. - JM Samidan
