PROVINCIAL BUS SOON, BUT WAIT...
10 LGUS concur to open borders for Baguio PUVs

14 December 2020 – Ten local governments in the different parts of Luzon recently concurred to open their borders for inter-regional routes, especially public utility buses and vans from Baguio City anytime as soon as all health and safety protocols have been finalized.

Engr. Januario Borillo, chief of the traffic and transport management division of the City Engineering Office, disclosed that the local governments informed the city of their acceptance of buses and vans coming from the city include Clark, San Fernando City and Mabalacat City in Pampanga; Mariveles, Bataan; San Carlos, Villasis and Lingayen in Pangasinan; Olongapo City, Zambales; Cabanatuan City, Nueva Ecija; Bontoc, Mountain Province and the National Capital Region (NCR).

Under the initially agreed guidelines governing the operation of inter-regional routes in the city, buses from the NCR, Bataan, Zambales, Pampanga and Tarlac area will pass through the expressways.

The Land Transportation Franchising Regulatory Board (LTFRB), in coordination with the concerned local governments should identify a common pick-up and drop-off points in the said 10 LGUs.

Further, the identified common pick-up and drop-off points shall provide isolation rooms with the presence of qualified medical staff in coordination with the concerned local government units.

He claimed that the pick-up or drop-off points shall be inside the respective terminals of buses and vans with a triage area for incoming passengers and provision for an isolation room/s with the prescribed open area, handwashing facility or hand sanitizing station near a rest room, chairs, face masks and face shields.

According to the proposed rules, no rest stops or stop-overs will be allowed, thus, the use of buses with own comfort rooms will be preferred.

However, stop-overs shall only be allowed during medical emergency cases, and as an administrative control, driver or conductor substitution shall not be allowed and pickup of passengers along the route will never be allowed.

Borillo stated that a list of commuter and provincial bus routes shall be issued by the LTFRB upon approval of the concerned local governments in coordination with the inter-agency task force pursuant to the gradual and calibrated opening of public land transportation.

The city official stated that authorized units shall be issued the corresponding QR codes and the units allowed to travel shall be subject to local government and task force guidelines.

Moreover, the city shall limit the number of passengers allowed to travel to and from their jurisdiction daily and the corresponding number of bus units to be deployed to accommodate the allowed passengers will be based on the said number.

Initially, the number of buses allowed in the city shall be eight buses per day only and that entry of buses in the central triage will have an interval of at least 1 hour.

Operators may increase the number of units they will operate upon installation and certification of the health services office on their own triage and the number of bus units per operator will be distributed proportionately among all existing authorized operators operating in the given route. - Dexter A. Baguio to allow entry of tourists by October 1; Tourist registration on

September 22,2020 – Tourists from the Ilocos Region wanting to visit the city will only be allowed entry to the country’s Undisputed Summer Capital starting October 1, 2020 to pave the way for the sure, safe and responsible opening of the local tourism industry.

Mayor Benjamin B. Magalong said that the decision to move back the entry of tourists availing of the guided tours was reached to allow the city to make the needed adjustments on the technical issues on its online registration platform and observe the developments of the outbreak of the Corona Virus Disease (COVID) 2019 cases in two barangays.

However, the registration of interested visitors through the Baguio Visitors Information and Travel Assistance (VISTA) platform will continue after the same was launched Tuesday at the Baguio Convention Center (BCC) with no less than Tourism Secretary Bernadette Romulo Puyat serving as the guest of honor and speaker.

The local chief executive claimed the outbreak of COVID cases in Slaughterhouse Compound and Lourdes Subdivision Extension late last week was a cause of concern that compelled him to declare a hard lockdown in the said barangays to prevent the further spread of the deadly virus among the residents living in the said areas.

He stated that initially, 200 registrants in the Baguio VISITA platform can be accommodated in the city starting October 1, 2020 where the same will be assessed on a day to day basis to ascertain the capacity of the tourism industry stakeholders to handle the influx of tourists.

The Baguio VISTA online registration platform was established through the assistance of the Tourism Promotions Board (TBP), one of the attached agencies of the Department of Tourism (DOT) that is in charge of the marketing and promotions of tourism in the different parts of the country.

The mayor explained that the guidelines that were crafted for the opening of the local tourism industry is dynamic because it could change anytime depending on the situation that will transpire in the course of time that tourists will be coming to the city since e the primordial consideration is the safety of both the residents and the visitors.

Last September 1, 2020, local chief executives of Baguio, La Union, Pangasinan, Ilocos Sur and Ilocos Norte entered into a memorandum of understanding (MOU) for the establishment of the Baguio-Region I tourism corridor that will help in safely, cautiously and gradually opening the tourism industry as part of the overall initiative of the participating local governments to revive the economy of the said places.

The 3-phased tourism endeavor will start with interested travelers from the local governments that are involved in the corridor before it will be gradually and cautiously be opened to visitors coming from Regions II and II and eventually opened up for tourists coming from the different parts of the country probably by the end of the year.

Magalong asserted that daytime and do it yourself (DIY) tours will still not be allowed during the opening of the tourism industry because what is being avoided is the possible spread of the deadly virus in the city and the places that will be visited by the tourists, thus, guided tours is the way to go in opening up the industry. - Dexter A. CITY REMINDS PMA EXAMINEES TO ENSURE ADHERENCE TO CITY PROTOCOLS AND POLICIES

Sept. 12, 2020 - As the City opens its doors to applicants for cadetship to the Philippine Military Academy (PMA), Baguio City Mayor Benjamin Magalong reminds the examinees who will be taking the PMA Entrance Examination (PMAEE) on September 16-19, 2020 to follow the procedures set by the City government to curb the further spread of the corona virus disease 2019 (COVID19).

Examinees must register at [email protected]. In the absence of a PNP Travel Authority (COVID shield), examinees must upload copies of their PMA examination permit and latest medical certificate secured from their point of origin. It is important to note that for this particular purpose, the City government of Baguio does NOT require the inclusion of any kind of COVID test result in the medical certificate. A reminder too that the medical certificate must have been issued by a government physician or local health officer at least three (3) days prior to travel to the City.

Aside from uploading in the online registration, examinees must bring the hard copies of above mentioned documents, including a print-out or screenshot of their health declaration form (HDF) upon entry to the City. They are also strongly advised to limit their companion to a maximum of two (2) including the driver, who must also register online and submit the same above-mentioned documents. They are also advised to bring their own basic provisions, like drinking water and food, in the instance that there will be build-up of human and vehicle traffic in entry points.

Baguio parks to be opened for locals
29 August 2020

Residents of Baguio will have a first crack in visiting the various public parks as soon as these will be opened by September as part of the local government’s efforts to gradually open the tourism industry (locals first) to help in reviving the vibrancy of the city economy.

City Tourism Officer Aloysius Mapalo said activities in the parks such as boating, biking, horseback riding, among other related activities, will be allowed, but the public will have to abide by the stringent health and safety protocols, particularly the mandatory wearing of face mask, the observance of physical distancing, and the practice of personal hygiene.

He pointed out it will be the residents that will first enjoy the gains of the city’s parks during the implementation of the community quarantine to relax and take a breather after having been confined in their residences for several months.

Initially, he disclosed the parks to be opened to the residents include Burnham Park, Wright Park, Mines view Park, and Dominican Heritage Hill and Nature Park.

However, he claimed that the Botanical Garden will not yet be opened to the public because of the ongoing put up of flower gardens as an added attraction for the people once it will be formally opened within the next several months.

According to him, the proposed opening of the city’s tourism spots to visitors from other places will be moved back to the later part of September or by the middle of October because of adjustments being done on the online registration platform that is the city’s database for tourist arrivals.

Mapalo stated the city is targeting the launch the Baguio Visitors Information and Travel Assistance (VISITA) by the middle of September for prospective visitors to register while visitors will be expected by the middle part of October.

He explained city’s tourism industry stakeholders and tourism-related businesses had been virtually ‘ bleeding’ since the implementation of the community quarantine last March that is why they are now ‘ crying for help’ to help them recover from the slump caused by the Corona Virus Disease (COVID) 2019 pandemic.

The tourism official underscored that some tourism-related establishments are operating not to actually earn income but to allow their workers who had been with them for some time to o earn income.

He stipulated that employers want to simply adopt their employees who had been staying with them through thick and thin, thus, their desire for the gradual opening of the local tourism industry to revive the vibrance of the economy without sacrificing the established health and safety protocols to prevent the possible rapid spread of the deadly virus.

He said that the City Tourism Office will be frequently providing the public with the updates on the opening of the city’s parks to residents and the development on the city’s bid to open the tourism industry to people from outside the city for the revival of the local economy. - By Dexter A. See
