𝗞𝗮𝗹𝗶𝗻𝗴𝗮 𝗮𝘄𝗮𝗿𝗱𝗲𝗱 𝗮𝘀 𝗕𝗲𝘀𝘁 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗲𝗿 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗛𝗼𝘂𝗿 𝗼𝗳 𝘁𝗵𝗲 𝟳𝘁𝗵 𝗠𝗮𝗻𝗴𝗮𝗻 𝗧𝗮𝗸𝘂 𝗖𝗼𝗿𝗱𝗶𝗹𝗹𝗲𝗿𝗮 𝗙𝗼𝗼𝗱 𝗙𝗮𝗶𝗿 𝗶𝗻 𝗕𝗮𝗴𝘂𝗶𝗼 𝗖𝗶𝘁𝘆! 🏆

Represented by the Municipalities of 𝐁𝐚𝐥𝐛𝐚𝐥𝐚𝐧 𝐚𝐧𝐝 𝐏𝐚𝐬𝐢𝐥, the Province of Kalinga delivered a vibrant one-hour showcase—earning the Special Award for Best Presenter. The Provincial Hour, a segment featuring cooking demos and cultural presentations, became a full celebration of Kalinga’s culture, traditions, and flavors.

Organized and hosted by Balbalan Tourism Officer 𝐑𝐞𝐠𝐢𝐧𝐞 𝐅𝐚𝐲𝐞 𝐃. 𝐌𝐮𝐧𝐝𝐚 𝐂𝐫𝐮𝐳, the presentation opened with the introduction of the 𝐞𝐱𝐡𝐢𝐛𝐢𝐭𝐨𝐫𝐬: Balbalan Flavors and Traditions - Ms. Ofelia Tabcao, The Villager Food Products - Mr. Franklin B. Valiente, Mangan Tako Restaurant - Ms. Freda C. Lanipao, and the Pasil Slow Food Community - Ms. Rowena Gonnay.

The program featured performances by Cordilleran artists from Balbalan: Ms. 𝐒𝐡𝐞𝐬𝐡𝐲 𝐆. 𝐃𝐢𝐚𝐳 with "𝘒𝘶𝘭𝘵𝘶𝘳𝘢" by Ferlina M. Meana followed by Ms. 𝐌𝐢𝐤𝐞𝐞 𝐆. 𝐃𝐢𝐚𝐳 with an "𝘜𝘨𝘨𝘢𝘺𝘢𝘮". A short trivia on Kalinga "𝘨𝘪𝘯𝘢𝘮𝘢𝘵" was made then a food demo by Ms. Freda C. Lanipao, showcasing the traditional wrapping of "𝘪𝘯𝘢𝘵𝘢𝘵𝘢".

Ms. 𝐌𝐢𝐤𝐞𝐞 𝐆. 𝐃𝐢𝐚𝐳 then rendered "𝘉𝘪𝘯𝘶𝘯𝘨𝘰𝘳" by Hilair Wacdagan, a song about the native delicacy of Kalinga 𝘣𝘪𝘯𝘶𝘯𝘨𝘰𝘭. This was followed by a 𝘗𝘢𝘵𝘵𝘰𝘯𝘨 dance by the 𝐁𝐚𝐥𝐛𝐚𝐥𝐚𝐧 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐁𝐚𝐠𝐮𝐢𝐨-𝐁𝐞𝐧𝐠𝐮𝐞𝐭 𝐂𝐡𝐚𝐩𝐭𝐞𝐫, and a sharing of tourism taglines: , , and —highlighting Kalinga as the Home of Ancient Traditions, Balbalan as the Land of Peace and Living Water, and Pasil as Preserving the Taste, Protecting a Heritage.

Ms. 𝐒𝐡𝐞𝐬𝐡𝐲 𝐆. 𝐃𝐢𝐚𝐳 returned with "𝘉𝘢𝘭𝘣𝘢𝘭𝘢𝘯" by The Living Anitos, inviting everyone to experience the beauty of the municipality. 𝐇𝐨𝐧. 𝐀𝐫𝐧𝐞𝐥 𝐁𝐚𝐧𝐚𝐬𝐚𝐧 of Pasil also performed his songs "𝘔𝘢𝘯𝘺𝘢𝘮𝘢𝘯𝘢𝘬", “Mercy,” and "𝘗𝘢𝘴𝘪𝘭" expressing gratitude and showcasing the rich culture of his town.

As a grand finale, everyone was invited to join the dance of "𝘎𝘶𝘪𝘺𝘢𝘱𝘢𝘵𝘢𝘯", a song from Pinukpuk, Kalinga that is ever-present in Kalinga celebrations—joined even by DOT-CAR Regional Director 𝐃𝐢𝐫. 𝐉𝐨𝐯𝐢𝐭𝐚 𝐀. 𝐆𝐚𝐧𝐨𝐧𝐠𝐚𝐧.

On behalf of the Province of Kalinga participants, heartfelt gratitude is extended to the Department of Tourism–CAR led by 𝐃𝐢𝐫. 𝐉𝐨𝐯𝐢𝐭𝐚 𝐀. 𝐆𝐚𝐧𝐨𝐧𝐠𝐚𝐧 and the City Government of Baguio headed by 𝐇𝐨𝐧. 𝐌𝐚𝐲𝐨𝐫 𝐁𝐞𝐧𝐣𝐚𝐦𝐢𝐧 𝐌𝐚𝐠𝐚𝐥𝐨𝐧𝐠, as well as to the supportive Provincial Governor of Kalinga 𝐇𝐨𝐧. 𝐉𝐚𝐦𝐞𝐬 𝐒. 𝐄𝐝𝐝𝐮𝐛𝐚 and the Local Chief Executives of Balbalan and Pasil 𝐇𝐨𝐧. 𝐀𝐥𝐦𝐚𝐫 𝐏. 𝐌𝐚𝐥𝐚𝐧𝐧𝐚𝐠 and 𝐇𝐨𝐧. 𝐒𝐢𝐥𝐯𝐞𝐬𝐭𝐫𝐞 𝐌𝐨𝐬𝐢𝐧𝐠, the Vice Mayor of Balbalan 𝐇𝐨𝐧. 𝐑𝐞𝐠𝐢𝐧𝐚 𝐃. 𝐌𝐮𝐧𝐝𝐚 𝐂𝐫𝐮𝐳 and to everyone who continues to support local culture and products.

With the theme “𝘗𝘳𝘦𝘴𝘦𝘳𝘷𝘪𝘯𝘨 𝘛𝘳𝘢𝘥𝘪𝘵𝘪𝘰𝘯𝘴, 𝘚𝘶𝘴𝘵𝘢𝘪𝘯𝘪𝘯𝘨 𝘵𝘩𝘦 𝘍𝘭𝘢𝘷𝘰𝘳𝘴,” the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐁𝐚𝐥𝐛𝐚𝐥𝐚𝐧 represented by 𝐌𝐚𝐧𝐠𝐚𝐧 𝐓𝐚𝐤𝐨 𝐑𝐞𝐬𝐭𝐚𝐮𝐫𝐚𝐧𝐭 through Freda C. Lanipao and Veronica Caliboso of Brgy. Balantoy, proudly secured victory on their first-ever participation.

Their competition piece, "𝙠𝙞𝙣𝙪𝙥𝙞", a traditional iBalbalan packed meal wrapped in banana leaves, was thoughtfully modernized with an appetizer and side dishes, while staying true to its roots. It featured 𝘵𝘪𝘯𝘢𝘱𝘢𝘢𝘯 (𝘪𝘯𝘢𝘴𝘢𝘴𝘶𝘵) smoked meat by The Villager of Brgy. Dao-angan, 𝘶𝘯𝘰𝘺 rice, 𝘣𝘪𝘯𝘶𝘯𝘨𝘰𝘭, 𝘧𝘶𝘧𝘰𝘥 of Brgy. Balbalasang, and 𝘯𝘪𝘭𝘶𝘥𝘰𝘨 of Brgy. Tawang.

Each element reflects indigenous preservation methods and rich local heritage:
𝘛𝘪𝘯𝘢𝘱𝘢𝘢𝘯 (𝘪𝘯𝘢𝘴𝘢𝘴𝘶𝘵) is preserved through smoking using guava leaves. 𝘉𝘪𝘯𝘶𝘯𝘨𝘰𝘭 is a native dish of mixed, locally gathered ingredients like bamboo shoots, shells, and dried patani, whose textures remain intact even after repeated reheating, and flavored with whole sili, believed by our ancestors as a natural preservative, combined with preserved ingredients such as dried river fish (𝘶𝘨𝘢𝘥𝘪𝘸) and dried 𝘢𝘱𝘶𝘯𝘪𝘵. 𝘍𝘶𝘧𝘰𝘥 is fermented rice made through the process of adding 𝘬𝘪𝘯𝘢𝘵𝘪𝘱𝘢𝘺, making it another form of preserved food. 𝘕𝘪𝘭𝘶𝘥𝘰𝘨 is a preserved dish made from coconut milk and spices.

A meal deeply rooted in tradition—rich, savory, and truly capturing the essence of Cordilleran flavors. One that awakens the senses the moment you see and smell it.

Congratulations to our contenders for bringing pride to the Municipality of Balbalan and the Province of Kalinga!

The Municipal Ordinance No. 259, also known as the Revised Tourism Code of Balbalan, Kalinga is now officially printed in book form, marking a significant step forward in strengthening our tourism development and governance.

Our heartfelt gratitude to the Legislative Body of Balbalan (2022–2025), led by former Vice Mayor Hon. Rowina Alison M., and to the incumbent legislative officials under the leadership of Hon. Regina D. Munda Cruz, for turning this vision into reality.
