The Philippines ranked as the number one most disaster-prone country according to the World Risk Index 2025, due to its geographic location in the Pacific โtyphoon beltโ and the Pacific Ring of Fire. On average, 20 tropical cyclonesenter the country each year, and it experiences around 20 earthquakes daily, as it lies along the boundaries of major tectonic plates.
In less than ten days, the country was struck by three major disasters: Super Typhoon Nando (September 22), Typhoon Opong (September 26), and a 6.9-magnitude earthquake offshore near Cebu City (September 30), all of which resulted in casualties and widespread damage.
Building resilience and preparedness remains the most cost-effective way to address disasters like these. What strategies can local governments and national agencies implement to turn plans into real, measurable impact? How can they strengthen governance, improve public services, and build resilience through effective planning?
