Yesterday, I had the honor to gave a message to our President and this was my message:

β€œ Your Excellency, Mr. President, and Madam First Lady,
Good evening.
My name is Duyoul Kim, a Korean resident who has been living in Cagayan de Oro City in Northern Mindanao for the past 18 years, actively participating in the Korean community here.

First of all, I would like to sincerely thank you for taking the time, despite your very demanding national schedule, to personally meet and encourage Korean citizens living here in the Philippines. It truly means a great deal to us.
On a lighter note, thanks to you, Mr. President, I sometimes find myself in friendly arguments.
I proudly tell the Korean community and even Filipino political leaders that our President is making unprecedented and remarkable efforts to care for the lives of the Korean people, working tirelessly day and night in ways that are truly incomparable to previous administrations.
However, the person closest to me β€” my wife β€” often responds, β€œIt’s still early. We should wait and see a little longer.”
So she tends to be a little less generous with praise than I am.
But sincerely, Mr. President, you have our full support and encouragement.

At present, I have been officially appointed by the Government of Misamis Oriental Province as a Special Representative for Korea Partnership.
In addition, I serve as the Chairman of the Direct Flight Promotion Committee under the Northern Mindanao Korean Association, working toward launching charter flights between Korea and Northern Mindanao later this year in order to promote tourism cooperation and broader exchanges between Korea and the Philippines.

Mr. President,
Cagayan de Oro and Misamis Oriental may still be relatively unfamiliar to many Koreans.
However, Cagayan de Oro is already recognized as one of the four major cities in the Philippines and is rapidly emerging as a key economic growth hub.
Notably, major Korean companies such as CJ Group and DAESANG Group, two of Korea’s leading food industry corporations, have already made significant investments in this region, demonstrating its strong economic potential and strategic value.

With this context in mind, I would like to respectfully share a brief suggestion regarding the current travel advisory system for Mindanao.
Mindanao consists of 27 provinces and 33 cities, and as the second largest island in the Philippines, it covers an area equivalent to approximately 97% of the total land area of South Korea, with a population of around 27 million people.
Despite its vast size and diverse regional conditions, approximately 97% of Mindanao is currently designated under Red (Travel Warning) or Black (Travel Ban) advisory levels, with only about 3% of the region β€” primarily Cagayan de Oro City and Davao City β€” classified under the Yellow advisory level, where travel is allowed with caution.

The city where I reside, Cagayan de Oro, falls within this Yellow Advisory category, meaning travel is permitted with caution.

However, the only gateway airport serving this city β€” Laguindingan Airport β€” is located within Misamis Oriental but still classified under the Red advisory level.
As a result, visitors must technically pass through a Red Advisory area in order to reach a Yellow Advisory area.
This situation creates practical challenges for Korean companies engaged in investment, for business exchanges, and for the everyday economic activities of Korean residents living in Misamis Oriental and Northern Mindanao.

If the travel advisory system could be reviewed in a more region-specific and nuanced manner, reflecting the latest security situation and the actual conditions of each locality, it would help maintain the safety of Korean citizens while also improving the rationality and credibility of the policy.
Should Your Excellency kindly encourage the relevant government agencies to review this matter, Misamis Oriental and Northern Mindanao could further develop as an important gateway for Korea–Philippines economic cooperation, tourism, and exchange.

The Governor of Misamis Oriental, members of Congress, and the Mayor of the misamis oriental have also asked that this concern be respectfully conveyed.

Therefore, I am deeply grateful for the opportunity to present this suggestion to such a respected and admirable President.
