SAN NARCISO, ZAMBALES β In the latest wave of explosive disclosures from former Ako Bicol Representative Zaldy Co, a new list of alleged budget insertions has surfaced online. Among the entries, one of the most striking involves nearly β±1 billion worth of slope protection projects concentrated solely in San Narciso, Zambales, all tied to the Sto. Tomas River (Maculcol D**e) system.
Based on the documents posted by Co, a total of β±955,330,345.78 has been allocated across ten separate infrastructure items, each exceeding β±95 million. The projects include multiple phases for both the North and South approaches of the Maculcol D**eβlong regarded as one of the most flood-prone sections of the municipality during typhoons and heavy rains.
All ten projects list ADSL Construction & Trading as the contractor under the Region III-Zambales 1st District Engineering Office, with every entry carrying highly similar descriptions and nearly identical budget amounts.
Also, it can be observed that:
-All ten projects are clustered in only one municipality.
-Each line item is nearly identical in cost and description;
-No projects were listed for other Zambales municipalities such as Subic, Castillejos, San Antonio, San Felipe, Botolan, Iba, or Masinloc;
As of press time, the DPWH Zambales District Engineering Office has not issued a statement regarding the status, progress, or procurement details of the listed contracts.
